Role Overview

We are seeking an experienced Program Director to oversee an OASAS-certified Part 820 Residential Substance Use Disorder Treatment Program. This senior leadership role is responsible for the program's clinical, administrative, regulatory, operational, and fiscal performance.

The ideal candidate brings significant hands-on experience leading an OASAS Part 820 residential program and extensive knowledge of OASAS regulations, audits, grant compliance, clinical operations, and multidisciplinary team leadership.

Key Responsibilities

• Direct day-to-day operations of an OASAS Part 820 residential treatment program
\n
• Maintain compliance with OASAS regulations, 14 NYCRR Part 820 requirements, grant requirements, and applicable audit standards
\n
• Maintain continuous readiness for OASAS reviews, fiscal audits, grant monitoring, and unannounced inspections
\n
• Develop and oversee corrective action plans related to audits, incidents, compliance concerns, and quality improvement
\n
• Oversee admission, continued stay, discharge planning, and continuity-of-care processes
\n
• Monitor census, capacity, utilization, program outcomes, and performance indicators
\n
• Provide clinical oversight and ensure delivery of evidence-based, trauma-informed, and person-centered services
\n
• Ensure assessments, treatment plans, progress notes, discharge summaries, and other clinical documentation meet regulatory requirements
\n
• Supervise program leadership, clinical supervisors, and multidisciplinary staff
\n
• Ensure staff meet OASAS credentialing, training, licensure, and supervision requirements
\n
• Manage staff performance, development, accountability, and retention
\n
• Develop and oversee program and grant-funded budgets
\n
• Monitor expenditures, reimbursement, billing, and fiscal reporting
\n
• Oversee grant deliverables and required reporting to OASAS and other funding entities
\n
• Lead continuous quality improvement and monitor clinical quality, incidents, client outcomes, and compliance indicators
\n
• Serve as a primary liaison with OASAS, funders, oversight agencies, and community partners
\n
• Represent the program during audits, monitoring visits, and stakeholder meetings
\n
• Support strategic planning and long-term sustainability of residential services
\n

Required Qualifications

\n
• Current New York State LCSW license
\n
• Current CASAC credential
\n
• Minimum 5 years of Program Director experience specifically managing an OASAS Part 820 residential program
\n
• Minimum 10 years of staff and team management experience, including leadership of multidisciplinary teams
\n
• Extensive knowledge of OASAS regulations, Part 820 standards, audits, and regulatory compliance
\n
• Demonstrated experience managing program and grant-funded budgets
\n
• Experience with grant compliance, reporting, and deliverables
\n
• Strong clinical oversight and quality assurance experience
\n
• Experience managing regulatory audits and maintaining program readiness
\n
• Strong leadership, analytical, organizational, and decision-making skills
\n
• Experience with EHR, data tracking, and compliance reporting systems
\n

Preferred Qualifications

\n
• Experience overseeing multiple OASAS-funded residential programs
\n
• Experience managing state, federal, and/or foundation grants
\n
• Knowledge of co-occurring disorder treatment and integrated care
\n

Work Environment & Travel

\n
• Residential treatment setting
\n
• Leadership responsibility for management, clinical, and frontline staff
\n
• Some travel between organizational sites, trainings, meetings, and other business-related locations
