Community Disaster Program Manager

Job Overview As a Community Disaster Program Manager, you will ensure effective collaboration with Volunteer Services; identify, mobilize, and engage partners in all communities in the assigned geographic area; determine current readiness resources, facilities, supplies, local vendors, and strategies for addressing gaps. You will work with volunteers to ensure that the communities you serve are ready to respond to disasters. Regional disaster employees are required to deploy to disaster relief operations outside of their region at least once a year. Deployments contribute to skill building, career development, and exposure to different types of disasters. Employees must meet all training and physical capacity requirements for deployment. This position does not offer relocation assistance. Key Responsibilities Empower volunteers – Lead and support a diverse volunteer team responsible for implementing volunteer‑led disaster cycle services programming throughout the assigned geographic area and functional activities such as mass care, response, community preparedness, recovery, planning, and readiness. Lead the program – Implement disaster cycle services activities within the assigned geographic area or specific functional activities within the region. Mission capacity building – Develop and support disaster volunteers and cultivate Disaster Leadership Volunteers, including partner volunteers, to meet responsibilities across readiness, preparedness, response, and recovery. Engage community – Coordinate efforts to prepare and mobilize communities and partner with organizations that have functional expertise and assets for disaster preparedness, response, and recovery. Manage in a matrix – Build relationships and collaborate with internal partners, employees, and volunteers in a matrix management environment. Know your communities – Act as the Red Cross disaster subject matter expert in the region, prospect and partner with organizations and leaders to support frontline communities and community resiliency before, during, and after disasters. Ready to respond – Initiate and coordinate disaster relief operations in the area or functional activities in the region in alignment with the Disaster Cycle Services Concept of Operations. Diverse community outreach – Identify, build trust in, and increase access to disaster services in historically underserved communities; build relationships and partnerships with trusted diverse organizations. Minimum Qualifications Education: Bachelor’s degree required, or equivalent combination of education and experience. Experience: Minimum five years of experience building, mobilizing, leading, and developing volunteer teams to execute a social services or related program. A valid driver’s license and a clean MVR. Required Skills and Abilities Excellent interpersonal, verbal, and written communication skills. Demonstrated analytical and decision‑making skills to interpret program trends, formulate recommendations, and develop continuous improvement processes. Proven ability to collaborate with diverse groups, manage multiple priorities, facilitate, problem‑solve, market and lead partnerships. Intermediate proficiency with Microsoft Office (Word, Excel, PowerPoint, Outlook). Ability to work outside regular hours, including nights and weekends. Residency Requirements Chapter‑based positions: Employees must work daily in their assigned geographic area to engage and mobilize communities and support volunteers. Regional positions: Employees must work daily within their region’s geographic area to provide leadership, engage communities, and support volunteers. Physical Requirements The physical demands of this role include regular sitting, handling objects, speaking, hearing, reaching with hands and arms, occasional standing, walking, stooping, kneeling, crouching, crawling. Employees may need to lift or move up to 15 pounds frequently, and up to 30 pounds occasionally. Vision requirements include close, distance, color, peripheral, depth perception, and focusing ability. The work environment may include moderate noise and a small cubicle setting with extended computer use.
