Supervisory Biomedical Engineer (Clinical)

Summary This is an OPEN CONTINUOUS ANNOUNCEMENT and will remain open until August31,2026. The initial cut-off date for referral of eligible applications will be June30,2026, with subsequent cut-off dates on the 1st of each month. Eligible applications received after that date will be referred at regular intervals or as additional vacancies occur on an as‑needed basis until positions are filled. Note: If a selection is made before the closing date, the announcement will close before August31,2026. Qualifications Basic Requirements: Citizenship: Be a citizen of the United States. Non‑citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Handbook5005 – Part II – chapter3 – sectionA – paragraph3.g. English Language Proficiency: Biomedical Engineers must be proficient in spoken and written English in accordance with chapter2 – sectionD – paragraph5a. Education and/or Experience: The individual must meet either item(1) or (2) below. (1) Bachelor’s Degree or Higher in Engineering The curriculum must be from a school of engineering with at least one ABET-accredited program. Acceptable engineering degrees include: Biomedical Engineering, Clinical Engineering, Bioengineering, Biomechanical Engineering, Electrical Engineering, Mechanical Engineering, and Biochemical Engineering. (2) Certification as a Certified Clinical Engineer (CCE) with a bachelor’s degree not listed in item(1) Grade Requirements Graduate Direction (GS‑14) – Supervisory Biomedical Engineer (Clinical) Experience: At least one year of experience equivalent to the next lower level and must fully meet the KSAs at that level. Demonstrated KSAs: Manage overall department resources (finance, space, equipment, supplies, staffing) at a highly complex medical center or at the VISN level. Develop local or VISN policies and draft directives related to healthcare technology management. Balance multiple responsibilities, set priorities, delegate tasks, meet deadlines, analyze organizational problems, and implement solutions. Use data effectively to manage workload, quality, performance, and productivity. Lead interpersonal relationships and resolve conflicts within and outside the biomedical engineering program. Preferred Experience: Creditable professional engineering experience after receipt of the bachelor’s degree or CCE certification, obtained in a healthcare or research setting and directly applicable to the assignment. Full performance level: GS‑14. Physical Requirements: See VA Directive and Handbook5019 – Employee Occupational Health Service. Duties The Supervisory Biomedical Engineer (Healthcare Technology Manager) serves as the Chief of Healthcare Technology Management (HTM) Service and is responsible for the HTM Program at the Central Alabama Health Care System (CAVHCS). CAVHCS is currently a level 2 complexity with affiliations and joint operations with nearby DoD installations. The incumbent has complete responsibility and authority to implement the HTM program under the direction of the Deputy Director. Provides management support and technical expert consultation to Executive Leadership for all issues related to the HTM Service. Has final decision‑making authority, responsibility, and accountability on issues affecting the HTM Service, including organizational changes in key positions, drafting new policies, and supervising technical staff. Responsible for financial management of budget resources allocated to support quality assurance and maintenance activities, ensuring the facility’s medical equipment inventory is available for patient care. Planning, staffing, budgeting, developing, and effectively managing the total Healthcare Technology Management Service and Medical Equipment Management Program. Supports the VISN7 Healthcare Technology Management Program, hosts VISN systems, participates in the VISN trainee program, and contributes to VISN policy and guidance. Acts as a consultant to the Facility regarding Healthcare Technology Management and develops new innovative strategies to complete assignments. Serves on standing committees of the facility as assigned by Leadership and develops long‑range plans for new and complex programs. Manages special projects for major office or program issues of broad impact, conceives and implements new initiatives, and conducts an equipment management program that meets Joint Commission (TJC) and NFPA requirements. Provides guidance on high‑cost/high‑tech equipment purchases and technology acquisition planning, construction, installation, and in‑service training stages of major medical equipment acquisitions.
