Chief Project ManagerUnder the direction of the Allen County Surveyor, the Chief Project Manager is responsible for managing project construction asset management programs and supervising project management staff responsible for Allen County's stormwater infrastructure including, but not limited to roads, bridges, culverts, ditches, drainage control structures, and stormwater systems.Essential Functions:Directs biweekly project manager meetings to assure critical path design and scheduling goals of all project managers are being met.Responsible for inspecting, supervising, and managing stormwater infrastructure of Allen County Surveyor's Office.Investigate & observe drainage issues throughout Allen County, evaluating solutions through the design, bid, build process.Requirements:Bachelor's Degree in Construction, Civil Engineering or related field and five years of experience working with site development or heavy constructionFundamental understanding of Civil Engineering technology particularly in road design and stormwater management, agricultural drainage, and properties of soil and materialsWorking knowledge of roadway construction, site development, and construction management and inspectionStrong verbal and written communications skillsKnowledge of surveyingStrong computer skills with the ability to use Microsoft Office, Autodesk Civil 3D, ArcGIS PRO, and other job-related softwareValid Operator's License to operate County owned vehiclesAbility to use surveying equipment including, but not limited to Total Station, Theodolite, surveying rod, self-leveling pole, surveying chain and digital measuring devicePerformance Expectations:The Chief Project Manager performs work that requires extensive adapting and judgment when reviewing engineering plans and specifications for constructability, watershed impacts, and compliance with current standards, scheduling and budget constraints, and regulatory permit requirements. Study and consideration is needed to provide expertise and advisement in the assessment and resolution of issues encountered during construction projects.Responsibility:The Chief Project Manager provides major contributions to agency policy and practice when supervising and managing the project managers of the Allen County Surveyor's Office. Work is reviewed for soundness of judgment and conformance with practice or policy.Personal Work Relationships:The Chief Project Manager maintains frequent contact with other County employees and the public when managing project construction asset management programs and supervising project management staff responsible for Allen County's stormwater infrastructure.Working Conditions/Physical Demands:The Chief Project Manager works in and out of a standard office setting where time is spent standing, walking and sitting, some lifting of up to sixty pounds, bending, pushing/pulling, reaching over head, kneeling, crawling, climbing ladders, mental/visual effort, monitoring of equipment, exposure to extreme temperatures, dangerous equipment, chemicals, noise, noxious odors, streams and rivers, and unstable excavations. Frequent detailed inspection, proofreading and very frequent typing and attention to detail exists. The Chief Project Manager is sometimes exposed to heavy traffic and often handles complaints from constituents who may be upset and disgruntled.Supervision:The Chief Project Manager is responsible for overseeing and reviewing 3 other County employees.Licensing:Valid Operator's License to operate County owned vehicles.Immediate Supervisor:Allen County Deputy SurveyorHours:8:00 am – 5:00 pm and as assigned; 40 hrs/wk; Overtime as required.EEO Category:0202Workers's Comp Code:8601
