JOB OVERVIEW

Working with Executive Leadership, Business Development, Preconstruction, and Operations, the Federal Program Manager identifies where Cornerstone should compete, develops federal agency and industry relationships, leads capture and teaming strategies, aligns resources across pursuits and active projects, and provides oversight from opportunity identification through project closeout.
The Federal Project Manager and assigned project teams remain responsible for day-to-day project execution. The Federal Program Manager maintains visibility across the entire federal portfolio, establishes expectations, evaluates performance and risk, allocates resources, and intervenes when individual project or program conditions could affect Cornerstone's broader federal objectives.

- Coordinate staffing and resources across pursuits and active projects to support sustainable growth and successful project delivery.
Federal Growth, Capture & Client Relationships
- Lead the continued growth of Cornerstone's federal portfolio by connecting market intelligence, client relationships, competitive strategy, and operational capability.

- Maintain program-level visibility of significant contractual, financial, schedule, compliance, and client risks and ensure appropriate mitigation, escalation, and executive involvement.
- Provide portfolio-level oversight of significant Requests for Equitable Adjustment (REAs), claims, modifications, and contract issues to protect Cornerstone's contractual and financial interests.

- Establish program-wide expectations for quality control, project documentation, reporting, safety, and compliance.
- Support federal project leadership, Quality Control Managers, Site Safety & Health Officers, and other responsible personnel in resolving significant compliance, quality, contractual, or performance concerns.
- Identify recurring compliance or performance issues across projects and implement program-level improvements when appropriate.
Project Oversight & Operational Performance
- Provide program-level oversight and direction to the Federal Project Manager and federal project teams while maintaining clear accountability for day-to-day project execution at the project-leadership level.
- Conduct recurring project-health reviews addressing financial performance, schedule, contracts and changes, staffing, quality, safety, compliance, client relationships, and significant project risks.
- Evaluate project recovery and corrective-action plans when performance varies from established expectations and monitor implementation through resolution.
- Align project needs with organizational resources and elevate significant issues requiring Executive Leadership involvement.
- Promote consistent federal project-management practices and lessons learned across Cornerstone's federal portfolio.
Leadership, Talent & Organizational Development
- Directly supervise, coach, evaluate, and hold accountable the Federal Project Manager while providing program-level leadership to Project Managers, Project Engineers, Superintendents, and other personnel assigned to federal work.
- Establish clear expectations for leadership, reporting, decision-making, financial performance, contract compliance, risk management, and client service across the federal program.
- Identify staffing and capability requirements necessary to support current work, backlog, and anticipated federal growth.
- Support recruiting, onboarding, succession planning, development, and retention of the leadership and technical capabilities required to sustain Cornerstone's federal portfolio.
- Provide Executive Leadership with clear reporting and recommendations regarding program health, financial performance, pipeline, pursuits, staffing, resources, risk, client relationships, growth priorities, and organizational needs.
