ERTS Regional Compliance Program Manager- Central Region

The Regional Program Manager (RPM) owns delivery of the ERTS Commercial Compliance Program within an assigned multi-state region. This is a working manager role: the RPM performs client compliance inspections, audits, hazard assessments, and on-site EH&S training while also managing the regional book of business, client relationships, scheduling, subcontractors, and quality of deliverables. The RPM is the primary technical and commercial point of contact for program clients in the region.

The program spans OSHA, EPA, and DOT HMT requirements, plus the state programs that apply in the region. The ideal candidate has a consulting or multi-site practitioner background, is comfortable in a client facing environment, and can translate regulatory findings into practical corrective actions and sellable follow up work.

Responsibilities

Program and Client Management

• Manage all Commercial Compliance Program accounts in the region: onboarding, annual service calendars, scheduling of site visits, and delivery of services.

• Serve as the single point of contact for regional clients; conduct kickoff and close meetings, present findings to leadership, and manage escalations.

• Track utilization, billable hours, and deliverable status; maintain accurate client records, inspection reports, training rosters, and corrective action logs.

• Coordinate and quality-check subcontractors for specialty scopes.

• Identify upsell and cross-sell opportunities and hand off or close in coordination with sales.

Compliance Services

• Perform on-site compliance audits and gap analyses against regulatory requirements and best practices.

• Conduct hazard assessments including PPE hazard assessments, job hazard analyses, and facility walkthroughs; document findings with regulatory citations, risk ranking, and recommended corrective actions.

• Review client hazardous waste program and storage areas: generator category determinations and episodic generation, waste determinations, accumulation area inspections, contingency plan reviews, biennial reports, manifest recordkeeping

• Deliver monthly inspection program tools and safety communications ('safety splashes') to program clients.

• Support clients during agency inspections and in responding to OSHA citations, EPA or state notices of violation, and consent orders.

Training Delivery

• Develop and deliver on-site and virtual EH&S training, including OSHA HAZWOPER and general industry topics, RCRA Hazardous Waste, DOT Hazardous Materials.

• Assist clients with maintain training records to satisfy regulatory documentation requirements and support client audit defense.

Regional Regulatory Awareness:

• Maintain working knowledge of state-plan OSHA programs and state-authorized RCRA programs in the assigned region and advise clients where state requirements are more stringent than federal.

• Monitor regulatory changes affecting program clients and brief the Director and client contacts.

Qualifications

Education:

• Bachelor’s degree in occupational safety and health, Environmental Science, Industrial Hygiene, Engineering, Chemistry, or a closely related technical field.

Experience:

• Seven to ten years of progressive EHS experience, including at least three years performing compliance audits or inspections across multiple sites or multiple clients.

• Demonstrated hands-on experience with both general industry safety programs (29 CFR 1910) and RCRA hazardous waste generator compliance (40 CFR Parts 260 to 262).

• Experience delivering EHS training to hourly and supervisory audiences.

• Experience in an environmental or EHS consulting firm, or in a multi-site corporate EHS role with external client or vendor-facing responsibility.

Required Credentials, Training, and Conditions:

• Valid driver's license and acceptable motor vehicle record; ability to travel 50 to 70 percent, including overnight.

• 40-Hour HAZWOPER

• RCRA training

• DOT hazmat employee training

• Proficiency with Microsoft Office and web-based EHS data platforms; ability to write clear, citation-supported technical reports.

Preferred Qualifications:

• Board certification. One or more board certifications: Certified Safety Professional (CSP) or Associate Safety Professional (ASP) from BCSP; Certified Hazardous Materials Manager (CHMM) from IHMM; Certified Industrial Hygienist (CIH) from BGC; or OHST/CHST from BCSP.

• Management systems. ISO 14001 / ISO 45001 lead auditor or internal auditor training; experience with EHS management system audits.

• Adjacent programs. Experience with SPCC plans, Tier II reporting, & stormwater (NPDES MSGP).

• Advanced degree. Master's degree in related discipline.

• Leadership and commercial. Prior experience managing or mentoring field EHS staff; experience scoping and pricing consultation work.

Physical Requirements and Working Conditions:

• Frequent walking and standing on industrial sites, including outdoor areas, shop floors, loading docks, and container storage areas; ability to climb stairs and ladders and lift up to 40 pounds.

• Wear required PPE including safety-toe footwear, eye and hearing protection, and respirators as required.

• Extended regional driving and periodic air travel; home office when not in the field.
