The availability of this position is contingent upon successful award of the contract. Position Summary We are seeking an experienced Lead Project Manager to serve as the designated site lead supporting construction and facility engineering projects at the James J. Rowley Training Center (JJRTC), the primary training facility for the United States Secret Service. This role serves as the primary on‑site contact with the government and provides leadership, oversight, and management of complex construction projects across a 490‑acre federal training campus. The Lead Project Manager will be responsible for directing multidisciplinary construction efforts, managing project execution, overseeing contractor performance, and ensuring successful delivery of facility planning, design, renovation, and construction initiatives. This position requires a highly skilled professional capable of independently managing large‑scale commercial and government construction projects while maintaining focus on quality, schedule, budget, safety, and risk management. Essential Duties And Responsibilities Serve as the designated on‑site lead and primary liaison to the COR. Provide campus‑level coordination across multiple construction and facility engineering projects. Align project priorities, resolve cross‑project conflicts, and ensure consistent execution standards. Oversee integrated planning, scheduling, and coordination across multidisciplinary teams. Monitor overall program performance across cost, schedule, quality, and risk. Coordinate with Government stakeholders, contractors, architects, engineers, and facility personnel. Ensure consistency in execution across design, construction, renovation, and repair efforts. Support high‑level reviews, planning discussions, and campus‑wide infrastructure initiatives. Provide consolidated reporting, briefings, and recommendations to Government leadership. Ensure adherence to contract requirements and JJRTC operational priorities. Education, Experience, And Technical Skills Required: Four‑year degree in Construction Management, Engineering, Architecture, or a related field, or equivalent combination of education and experience. PMP (Project Management Professional) certification or other recognized project management certification. Minimum of ten (10) years of project management experience supporting federal government construction projects. Demonstrated experience managing multiple stakeholders, subcontractors, and project teams. Strong knowledge of construction management principles, project scheduling, budgeting, risk management, and contract administration. Excellent written and verbal communication skills. Ability to obtain and maintain required government security clearances. Must have or be able to obtain and maintain a Real ID or Passport to undergo commercial airfare travel. Must have or be able to obtain and maintain a valid driver’s license. Preferred: Experience supporting federal agencies, Department of Homeland Security (DHS), Department of Defense (DoD), or other government facilities. Knowledge of federal construction standards, contracting processes, and facility management practices. Experience managing large campus environments, training facilities, or mission‑critical infrastructure projects. Working Environment This position primarily operates in a professional office setting with standard office equipment and a quiet, climate‑controlled environment. While in the office, there is no regular exposure to loud noise, hazardous materials, or heavy machinery. This role also requires periodic travel to project sites, including locations undergoing renovation or active construction. During site visits, the employee may be exposed to non‑temperature‑controlled environments, construction noise, dust, and other typical conditions. Appropriate personal protective equipment (PPE) may be required depending on site conditions. While on site visits, this role may require atypical hours at the request of the client or role demands. Physical Demands Sitting/Standing: This is not a sedentary role. The role requires the ability to be on your feet at a construction site for most of the day, interacting with contractors and inspecting work. Walking: Requires moving in various geographical and building terrains to access a construction site. Stooping/Kneeling/Crouching/Crawling: Requires stooping, kneeling, crouching, crawling, and ladder climbing to inspect all aspects of building construction. Using Hands/Fingers: Constantly operates technological office equipment such as laptops, keyboards, monitors, phones, scanners, copiers, and fax machines. Talking/Hearing: Requires constant communication to exchange information and make decisions. Seeing: Requires the ability to see, view, and distinguish all aspects of construction to ensure quality control. Carrying/Lifting: Requires lifting up to 30 lbs to transport office and construction equipment. Home Office Connectivity Requirements For Hybrid & Remote Positions Wired broadband service (cable, fiber, or DSL) with at least minimum 100 Mbps download / 20 Mbps upload. Some positions may require minimum 200‑300 Mbps download / 25‑35 Mbps upload speed. Cellular hotspot or fixed wireless cellular services (e.g., T‑Mobile Home Internet) may not be used as a primary connection. The Company will comply with all local, state, and federal requirements as it relates to the reimbursement of home internet expenses. Eligibility for reimbursement of home internet expenses is defined in a separate policy.
