Environmental Engineering Associate II

The duties of the position include, but are not limited to the following:
• Conducts research and engineering analysis on a wide range of technical water-related topics including resource management, regulatory drinking water requirements, recycling, conservation, and watershed management.
• Coordinates and collaborates on technical data and information with Water System staff, consultants, trade organizations, and/or other City Departments on proposed legislation relating to Water System strategic goals, operations and management.
• Develops legislative policy positions with Water System Divisions and coordinates with Legislative and Intergovernmental Affairs Office on current legislative proposals.
• Prepares oral presentations, technical reports, summaries, letters, briefings and memorandums for Senior Management relating to a wide variety of water related policies and legislative issues affecting the Water System.
• Analyzes, monitors, and reports on proposed state and federal legislation to support the development of legislative policy positions, including fact sheets and City Council resolutions, on issues related to the Water System.
• Communicates and coordinates with Department groups, outside agencies, and trade organizations regarding water-related legislative and grant issues.
• Provides technical support in preparing grant applications, appropriations requests, and support letters.
• Assists in identifying, researching, evaluating, pursuing grants, financing opportunities, and other external funding to support Water System projects.
• Evaluates and provides technical recommendations for modifications to existing and new water-related City ordinances.
• Assists with contract management, including tracking, reviewing, and processing of invoices and related reports.
• Performs other related duties. May be required to drive department vehicles to other DWP facilities, project sites, and meetings with outside agencies/City Departments for field visits, outreach events, and local conferences.

Skills, Knowledge, and Ability
• Knowledge of engineering concepts, project management, estimating, scheduling, and contract administration.
• Ability to manage multiple projects and priorities.
• Excellent writing skills, effective and tactful oral communication, and interpersonal skills. Candidates must have the ability to work well independently and with others, including internal and external personnel.
• Ability to prepare technical reports, charts and graphs, feasibility reports, and environmental studies.
• Knowledge of City and LADWP safety, employment and EEO policies, practices, and procedures.
• Ability to make sound decisions under pressure; prioritize and manage multiple assignments; be self-motivated and give appropriate attention to detail. Working knowledge and skills of engineering computer applications, databases, and Microsoft Office Suite.

A valid California Class C Driver's License is required and must be maintained during the course of employment in this position to conduct field visits and attend outreach events. Eligible candidates must have status on a regular appointment with the City of Los Angeles having passed probation as an Environmental Engineering Associate (7871).
