Under the general supervision of the Chief Operating Officer, the Department Director serves as the technical and administrative head of the Respiratory Department. Is responsible for ensuring that the Cardiopulmonary Departments, Respiratory Care, Pulmonary Rehab, and Sleep Lab, are in compliance with local, state, and federal regulations and current accepted medical practices in Respiratory medicine. Department responsibilities include but are not limited to: operations, fiscal, personnel and other functions as required by administration or departmental needs. The position will be responsible for working with patients ages: neonate/infant (birth-1 yr), pediatric (1-12 yrs), adolescent (12-18 yrs), adult (18-65 yrs), and geriatric (65 yrs and up)

What you will do in the role:

• Defines the scope of services provided by the Department in collaboration with the Medical Staff, and Hospital Administration.
• Determines personnel requirements for the Respiratory Departments and recommends/implements policies and procedures to maintain an adequate number of competent staff.

a. Authorizes all hires, transfers, promotions, demotions, and terminations.

b. Conducts or reviews performance appraisals.

c. Conducts or reviews all formal counseling or disciplinary actions.

d. Conducts or reviews commendations.

e. Addresses personnel grievances.

f. Maintains personnel files as required.

g. Approves scheduling and staffing of department.

h. Approves time records and overtime.

• Maintains cardiopulmonary services in accordance with the standards established by the Hospital, Federal, State, and local standards.

• Actively participates in the development of an annual operating budget for the Cardiopulmonary Departments in collaboration with Hospital Administration and insures adherence to approved budget.

a. Completes all budget forms to meet deadlines.

b. Evaluates budget, operations, and goals for reducing costs, improving productivity, market expansion, or contracting services.

c. Meets manhour and supply cost/statistic.

• Assesses the need for providing new or additional services to include levels of expected utilization, projected reimbursement programs, community involvement, Hospital activity, and Medical Staff utilization.
• Recommends equipment requirements and modifications when necessary to ensure availability of appropriate patient services while maintaining cost effectiveness.
• Assumes responsibility for all Departmental equipment and supply purchasing with maintenance of appropriate stock levels.
• Ensures appropriate utilization of all supplies and equipment within the Department.
• Administers the preparation of all reports with responsibility for preparing all payroll records and statistical surveys required in the Respiratory Departments.
• Promotes developing and implementing collaborative standards, participating in interdepartmental quality assessment and improvement activities and providing mechanisms to promote communication in the Department including:

a. Quality improvement program in the departments.

b. Participation in environment of care program.

c. Provides annual educational program for staff.

d. Maintains current Policy and Procedure Manuals.

• Facilitates communication between the Respiratory Departments and members of the Medical Staff, Hospital Administration, and other Hospital departments to enhance patient care services.
• Develops and ensures implementation of Operational Standards within the Departments which promotes the maintenance of patient rights to include but not limited to:

a. Informed consent.

b. Explanation of patient expectations.

c. Treatment processes.

d. Adherence with all HIPPA regulations.

e. Ethical considerations.

f. Handling of patient complaints.

g. Patient safety within the clinical expertise of the departments.

• Maintains all operational policies and procedures within the Departments to ensure the provision of safe, efficient patient care services.
• Actively participates in all Hospital committees which impact on the Respiratory Departments.
• Performs other related duties as assigned by the Chief Operating Officer.
• Contributes to the development and implementation of the Strategic Plan as appropriate.
• Supports physician partnership development between physician and service area.
• Defines and implements ongoing Performance Improvement Programs for areas of responsibility which correlate to the hospital-wide Performance Improvement Program with involvement of all levels of personnel.
• Actively participates in Hospital and Departmental committees and group meetings with a focus on providing input regarding improving the quality of patient care services in the facility.
• Ensures that problems/concerns regarding the Respiratory Departments and other related areas are communicated with the Chief Operating Officer and the Medical Director of Respiratory Care as indicated.

• Basic Cardiac Life Support
• (RRT/RCP-State) Respiratory Therapist/Practitioner
• (NBRC-RRT) Registered Respiratory Therapist
• Bachelors Degree in Respiratory
• Minimum of 5 years experience in a Cardiopulmonary Department.
• 2-3 years experience as a Respiratory Director
