The incumbent serves as the Subject Matter Expert (SME) and final technical authority for the Department of the Army, DoD, and other Federal Agencies regarding access/entry control, vehicle barrier assessment, and overarching security engineering. Operating within the Protective Design - Mandatory Center of Expertise (PD-MCX), this role integrates advanced transportation, traffic, and civil engineering principles to protect personnel, military infrastructure, and critical assets from diverse aggressor tactics. Responsibilities Transportation & Security Engineering: Interprets and enforces security criteria for access control points (ACP) and entry control facilities (ECF), manages complex engineering designs, oversees Architect-Engineer (A‑E) contracts, and evaluates vehicle barrier tests for the DoD Anti‑Ram Vehicle Barrier List. Training: Develops, updates, and instructs global PD‑MCX training courses covering access/entry control, vehicle barriers, and security engineering strategies for diverse DoD and Federal Agency personnel at all professional levels. Vulnerability Assessments & Surveys: Leads global security assessments across permanent installations, leased facilities, and expeditionary base camps, recommending integrated mitigating measures such as standoff distances, structural hardening, and electronic security systems. Technical Assistance: Delivers expert consulting to resolve complex, unprecedented force protection and building hardening challenges; represents the PD‑MCX in authoritative meetings with installation commanders, major commands, and various government authorities. Criteria Development: Acts as the committee SME for critical USACE, Army, and DoD antiterrorism and force protection (AT/FP) standards, ensuring that the latest security engineering processes and technologies are integrated into future construction criteria. Minimum Education Requirement Bachelor’s degree (or higher) in engineering from a program accredited by ABET; degree must be documented on a transcript. Examines OPM requirements for Engineering Series: Minimum Experience Requirement GS‑12: One year of specialized experience at the GS‑11 level, including performing ECF/ACP and/or other civil designs, knowledge of security engineering criteria, and conducting design reviews of A‑E submitted work. GS‑13: One year of specialized experience at the GS‑12 level, including developing critical security engineering criteria for protecting people, equipment, military infrastructure and critical assets, performing site surveys and reviewing work requests to determine engineering requirements, and serving as a liaison with various stakeholders. Selective Placement Factor The incumbent must be a registered professional in accordance with ER 690‑1‑958.
