As a Basin Planning & Portfolio Manager you will work on challenging river management and design projects in locations spanning from steep rivers of the Cascade Mountains to tidally influenced lowlands. This position offers a diverse and technically challenging body of work. About the Role The Basin Planning and Portfolio Manager (Project/Program Manager III) will use a combination of planning, management, analysis, coordination, and outreach with diverse groups in support of developing and implementing complex capital projects. The successful candidate will lead and support basin-wide or project specific programmatic activities, such as real estate acquisitions, and be responsible for complex programs and projects using independent judgment with moderate supervision. The role also supports flood facility management, maintenance and repair, and coordination of the King County Flood Control District’s work program for the river basins, based on the 2006 and 2013 King County Flood Hazard Management Plans and the 6-year Capital Improvement Project (CIP) plan for the Flood Control District. This position follows a hybrid work model, blending remote and in-person work. About the Team The Basin Planning and Portfolio Management Unit develops basin-specific strategies, prioritizes projects, manages capital investments, engages tribes and stakeholders, and ensures successful execution of flood risk reduction and habitat restoration initiatives. The team fosters collaboration, data-driven decision-making, and regulatory compliance. Job Duties Basin Planning and Risk Mitigation: Lead or collaborate with multidisciplinary teams to develop and implement capital investment strategies and risk mitigation plans for river systems and floodplains, including opportunities for habitat improvements. Portfolio Management: Prioritize projects based on risk assessments, potential benefits, and available resources in a comprehensive project portfolio aligned with strategic goals and regulatory requirements. Capital Project Delivery: Plan, design, and execute capital projects for flood risk reduction and habitat restoration, coordinating with engineering, design, and construction teams to ensure regulatory compliance. Engagement and Public Outreach: Collaborate with local communities, tribes, government agencies, environmental organizations, and other stakeholders to ensure stakeholder participation in project decisions and progress. Communications: Lead preparation of outreach and communication plans, online hubs, maps, figures, and distribution lists, coordinating review and approval of outreach materials. Cross-Functional Collaboration: Foster collaboration within the team and with other teams, sections, and departments within King County to promote integration and identify multi-benefit project outcomes. Qualifications You Bring Bachelor’s degree or equivalent combination of education and experience in environmental science, natural resource management, urban/regional planning, communications, public administration, or related fields. Experience in producing and presenting quality written material for diverse audiences, including public-facing documents and technical communications. Experience in complex, multi-party project management and natural resource or public planning efforts, with knowledge of interjurisdictional governance, public planning processes, and resource management. Strong written and verbal communication skills, able to convey technical information to non-technical audiences. Demonstrated experience building consensus with diverse groups, including elected officials, residents, and representatives of other county, city, state and federal agencies. Required Licenses Valid Washington State driver's license or ability to obtain one prior to starting work if selected for this position. Supplemental Information – Working Conditions Remote and Onsite Work Details: Hybrid model with days in the office and telecommuting; primary onsite location is King Street Center, 201 S. Jackson St, Seattle, WA 98104. Remote Work Location Requirement: Employees must reside in Washington state and within a reasonable distance to the worksite. Work Schedule: Full-time, 40 hours/week, 8:00 a.m. – 5:00 p.m., Monday–Friday; may require early mornings, evenings, weekends, and emergency response activities.
