Applications to be submitted by August 26, 2026Compensation Grade:M27Compensation Details:Minimum: $112,947.00 - Maximum: $112,947.00 AnnuallyPositions with a designated work location in New York City, Nassau, Rockland, Suffolk, or Westchester Counties will receive a $4,000 annual downstate adjustment (pro-rated for part-time positions).Department(OHEHR) Office of Health Equity and Human RightsJob Description:ResponsibilitiesHealth Research, Inc. is seeking a Program Manager I to work in the Office of Health Equity and Human Rights (OHEHR) within the New York State Department of Health.The Program Manager I will be responsible for managing and overseeing program contract and fiscal management administered by the Office of Health Equity and Human Rights Office of the Deputy Commissioner. The Program Manager I will also be responsible for policy formulation and supervising staff. This position will work closely with the Department of Health’s Office of Public Health staff relevant to grant-funded program activities. The Program Manager I will represent the Office of Health Equity and Human Rights and perform other appropriate related duties as assigned.Minimum QualificationsBachelor’s degree in a related field and five years of experience in the management of a relevant program in a public health, health/human services, health regulatory program or community-based services organization; OR an associate’s degree in a related field and seven years of such experience; OR nine years of such experience. The years of experience must have included policy formulation, program planning, design, implementation, evaluation, and/or allocation of resources. At least three years of experience must have included supervision of staff and program management. A master’s degree in a related field may substitute for one year of experience.Preferred QualificationsMaster's Degree in a related field. Work experience applying health equity frameworks or practices in public health, health care, community, or related settings. Extensive experience with contract and fiscal management in state government. Extensive experience managing, coordinating, and conducting contract and/or fiscal management activities, including managing contractual relationships with service providers, programs, and vendors. Experience working collaboratively with Tribal Nation communities and demonstrated knowledge of proper protocols for working with sovereign nations. Extensive experience leading or coordinating policy and program planning, design, implementation, evaluation, and/or allocation of resources. Experience facilitating the provision of technical assistance to contractors. At least three years of experience working with a variety of stakeholders (i.e. government representatives, community leaders, underserved communities, community-based organizations, academic and research organizations, etc.). At least three years of experience developing and delivering presentations and reports. Demonstrated, strong organizational and interpersonal skills.Conditions of EmploymentGrant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required.Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position.Travel up to 25% of the time will be required.The selected candidate must reside within a reasonable commuting distance of the official work location specified in the job posting and must also be located in or willing to relocate to one of the following states: New York, New Jersey, Connecticut, Vermont, or Massachusetts, prior to hire.This position will become eligible for a hybrid work schedule, with a combination of onsite and remote work, after a waiting period of approximately 4-6 weeks, subject to satisfactory job performance, management approval and operational needs.HRI participates in the E-Verify Program.
