This position is located in Washington Headquarters Services, Facilities Services Directorate, Federal Operations and Services Division (FOSD), Facilities Service Group (FSG), and Alternations Work Group (AWG). The AWG performs major and minor buildings and facilities repair in the National Capital Region.

This is a Direct Hire Public Notice. This position is being filled under Direct Hire Authority (DHA) in accordance with Section 5 U.S.C. 9905, as amended by P.L. 116-92, SEC 1109, further amended by P.L. 116-283, SEC 1117 and further amended by P.L.118-31, SEC 1104 and SEC 1250B

Incumbents typical work assignments may include the following:

  • Performs complex facility alteration, renovation, maintenance, and construction work in secure and controlled-access environments, ensuring compliance with ICD 705 technical standards and secure construction protocols.
  • Installs, modifies, repairs, and maintains secure facility infrastructure, such as STC-rated walls, secure ceilings, acoustic and penetration protection systems, and secure door assemblies, in strict adherence to construction drawings and technical specifications.
  • Assists in identifying construction deficiencies, documenting conditions, supporting inspections, and maintaining compliance with standards for Sensitive Compartmented Information Facility (SCIF) environments.
  • Coordinates work activities with project managers, engineers, security personnel, and other technical representatives as required during secure construction operations.

Qualifications

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume.

Experience for the WG-10 is defined as experience that demonstrates the ability to:

Independently performing journey-level work in at least two skilled trades (such as electrical, carpentry, plumbing, or HVAC) to complete complex facility alteration, renovation, and construction projects; Install, modify, and repair specialized secure facility infrastructure, working with STC-rated wall systems, secure ceilings, acoustic and penetration protection systems, and secure door assemblies in Sensitive Compartmented Information Facility (SCIF) environments; AND Coordinate secure construction activities and ensuring compliance with established protocols experience includes identifying construction deficiencies, documenting concealed conditions for inspection, and collaborating with project managers, security personnel, quality assurance inspectors, and engineering staff to maintain the integrity of a secure construction project from start to finish.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the questions. The screen-out element for this position is " Ability To Do The Work of the Position Without Normal Supervision".

PHYSICAL EFFORT/REQUIREMENTS:
  • The work requires a considerable amount of standing, stooping, bending, kneeling, climbing, and working in tiring and/or uncomfortable positions. The incumbent may work from ladders and scaffolding. When operating equipment, the worker may be under a great deal of strain from constant reaching, bending, turning, and moving of hands, arms, feet, legs, and by the vibration and jerking of the equipment. The incumbent carries, lifts, and handles parts and equipment weighing up to 50 pounds and may occasionally exceed 50 pounds.
  • The incumbent makes difficult determinations regarding construction methods, materials, sequencing requirements, and installation techniques necessary to maintain compliance with ICD 705 standards and secure construction protocols.
  • Guides for proper completion of assignments include work orders, oral instructions, construction drawings, blueprints, technical specifications, approved materials lists, secure construction standards, and accepted trade practices.
  • Completed work is inspected to ensure compliance with established trade standards, secure construction requirements, project schedules, and quality assurance expectations.
WORKING CONDITIONS:
  • The work is performed both indoors and outdoors with exposure to various environmental conditions and construction environments.
  • Assignments frequently involve work within occupied SCIF environments, controlled construction zones, restricted-access spaces, ceilings, crawl spaces, utility areas, and mission-critical operational facilities requiring compliance with specialized security procedures and secure construction protocols.
  • The work area may be dirty, wet, dusty, greasy, noisy, or poorly ventilated depending upon the construction or maintenance activity being performed.
  • The incumbent is exposed to occupational hazards including cuts, abrasions, burns, electrical shock, falls, respiratory irritation, and hazards associated with power tools, construction equipment, and mechanical systems.
  • Personal protective equipment including respirators, hearing protection, gloves, eye protection, and other safety equipment is required as necessary to perform assigned duties safely and in accordance with OSHA requirements and established safety procedures.
ACTIVE DUTY SERVICE MEMBERS: Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission.. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. This "certification" must include your rank, dates of active duty service, type of discharge and character of service (i.e. honorable), and date any terminal leave will begin. It must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible". Members may be appointed before the effective date of their military retirement/separation if they are on terminal leave.
