Work You'll Do

As a Project Lead Integration Engineer II on the project, provide critical Supply Chain Risk Management (SCRM) and Vendor Threat Mitigation (VTM) planning, coordination, and intelligence-integration. The role ensures the security and resilience of the theater supply chain by identifying, assessing, and mitigating vendor-related risks-including foreign ownership, control, or influence (FOCI), cyber vulnerabilities, and adversarial exploitation-across the Area of Responsibility (AOR). The role is highly dynamic and adaptive to command priorities; requiring an experienced professional who can operate independently with minimal guidance.

The VTM Program Analyst serves as a key contractor supporting Geographic Combatant Command (GCC) secure logistics objectives. The role focuses on the strategic planning of vendor threat assessments and supply chain illumination, aligned with the Theater Campaign Plan, Posture Plan, and Department of Defense (DoD) SCRM directives. A primary requirement is the ability to conduct high-level risk framework analysis and all-source intelligence reports, integrate them for mitigation actions into major joint operations, exercise support, and coalition logistics. As required, forward adversarial findings and reports to respective procurement contracting agencies and associated authorities to take direct action against vendor threats. Exceptional written and oral communication skills, with the ability to successfully collaborate in multi-echelon Joint Logistics and Intelligence Enterprises (JLEnt/JIE), are mandatory for success in this role.

Key Responsibilities:

• Threat Analysis & Illumination: Conduct rigorous supply chain illuminations and vendor threat assessments to identify FOCI, cyber vulnerabilities, and adversarial influence risks within the AOR, ensuring mission requirements are protected from compromised suppliers
• Mitigation Planning: Develop and implement theater-specific VTM mitigation strategies and risk response plans, ensuring alignment with DoD security protocols and mission-critical function protection
• Exercise & Operation Integration: Support VTM planning for Tier 1 and Tier 2 Exercises (e.g., Balikatan, Cobra Gold), ensuring theater supply chains are modeled, stress-tested against subversion, and assessed during major training events
• Interagency & Partner Sync: Synchronize vendor threat intelligence and mitigation strategies with USFK, USFJ, SOCPAC, and regional Service Components. Coordinate with DCSA, DLA, and USTRANSCOM to ensure a unified theater defense
• Governance & Reporting : Serve as a subject matter expert for VTM policy and governance. Draft formal staff products (EXSUMs, Info Papers) and deliver executive-level briefings to General/Flag Officers (GO/FO) regarding theater supply chain vulnerabilities.
• Doctrine & Planning Proficiency: Deeply understand and apply the following Joint Publications (JPs), DoD Directives and Instructions (DoDD/DoDI), and associated policies that support theater distribution security and vendor threat mitigation:
• DoDD 5000.01, The Defense Acquisition System: Mandates supply chain risk management, security, and resilience throughout the acquisition lifecycle and sustainment operations.
• DoDD 5240.02, Counterintelligence (CI): Establishes foundational CI policy essential for identifying and mitigating foreign intelligence threats, FOCI, and espionage within the vendor base.
• DoDI 5200.44: Protection of Mission Critical Functions to Achieve Trusted Systems and Networks (TSN).
• DoDI 4140.01: DoD Supply Chain Materiel Management Policy (with focus on SCRM and resilience).
• DoDI 5000.90: Cybersecurity for Acquisition Decision Authorities and Program Managers.
• JP 4-0 / JP 4-01: Joint Logistics and the Joint Deployment and Distribution Enterprise (JDDE).
• JP 4-10, Operational Contract Support (OCS): Integration of commercial support into joint operations, including the assessment of vendor-related risks to force protection and mission assurance.
• JP 2-0 / JP 3-0: Joint Intelligence and Joint Operations integration for threat-informed logistics.
• NDAA Compliance: Specific expertise in Sections 889 (telecommunications) and 5949 (semiconductors) prohibitions within theater of operations.

Qualifications

Required:

• Bachelor's Degree in a related field
• Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future
• Active TS SCI security clearance required
• 5+ years of GCC & Component experience, operating within a GCC logistics, operations, or intelligence environment (e.g., J4, J2, or J3) or at a sub-unified/Service Component level.
• 5+ years of SCRM & VTM experience, including theater-level supply chain risk management, open-source intelligence (OSINT) research, and experience integrating VTM requirements into the Joint Exercise Life Cycle (JELC).
• 5+ years of systems experience, including supply chain platforms or similar DoD-approved tools and contracting databases (e.g. GCSS, IGC and EBS)
• 5+ years of experience in DoD contracting and acquisition systems (e.g., Procurement Integrated Enterprise Environment (PIEE), SAM.gov, CPARS, or Procurement Desktop-Defense (PD2)) to support vendor vetting.
• Able to travel occasionally, no more than four times a year

The wage range for this role takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled. At Deloitte, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $113,300 to $188,900.
