BUDGET ANALYST

Job Title

Under general supervision, performs professional fiscal and administrative work analyzing, reporting, monitoring, and forecasting budgetary needs and accounting and auditing work, including analysis, cost, and statistical activities, and the preparation of financial statements, schedules, and pertinent reports. This role collaborates with department staff to develop budget requests, track actual expenditures and revenues, and supports initiatives aimed at enhancing departmental financial management and efficiency.

Illustrative Examples Of Work

Assists department management in all phases of budget preparation, monitoring, and reporting; prepares comprehensive budget requests forms and variance reports.

Provides guidance to departmental staff throughout the annual budget process; participates and/or budget meetings to develop, review, and summarize budget requests and amendments.

Analyzes department financial performance against budgets, offering insights and recommendations for adjustments as needed.

Prepares financial reports and forecasts specific to departmental needs.

Maintains detailed records of expenditures and revenue; develops and maintains spreadsheet to monitor budgetary compliance and performance metrics; frequently reviews departmental financial management to ensure accuracy and efficient use of taxpayer funds.

Analyzes enterprise resource planning (ERP) system issues and collaborates with staff to recommend and document solutions.

Conducts ad hoc research and analysis to support strategic decision-making and operational efficiency within the department, including various auditing projects.

Collaborates with other departments and agencies as needed to ensure alignment and compliance with budgetary policies and regulations.

Provides training and support to departmental staff for budget-related processes and financial best practices.

Supports the preparation and maintenance of financial documentation for grant management or contract compliance as needed.

Depending on assignment, may provide lead work directing accounting and/or bookkeeping procedures.

Performs related duties as required.

Required Knowledge, Skills And Abilities

Knowledge of budgetary principles, financial management, and fiscal analysis methods.

Knowledge of auditing and expenditure control systems and procedures.

Knowledge of applicable laws, regulations, and procedures governing the receipt and expenditure of public funds.

Knowledge of departmental budgetary policies and processes.

Proficiency in spreadsheet software and data analysis tools.

Strong analytical ability to research, compile, and interpret complex financial data.

Ability to plan, organize, direct, and carry out a program of accounting, fiscal service, and controls.

Ability to design, develop, and maintain complex spreadsheets.

Ability to adapt to data processing systems.

Ability to communicate effectively both verbally and in writing.

Ability to handle confidential information with tact and discretion.

Ability to establish and maintain effective working relationships with other County employees, representatives of other agencies, external auditors, and the general public, fostering a collaborative and professional work environment.

Training And Experience

Bachelor's Degree in Economics, Finance, Accounting, Business Administration or Public Administration and

Four years of experience in budgeting, financial analysis, or a related experience, or

Any equivalent combination of training and experience that will have provided the required knowledge, skills, and abilities

Special Requirements:

A criminal background check is required.

A drug screen is required prior to final offer of employment.

This critical position leads the office's financial planning and budget analysis and ensures compliance, strategic financial performance, and operational efficiency, as well as advises the County Attorney and the management team on budget and Collections matters.
