By joining the DHR team, you would serve as a trusted Human Resource Development Specialist, providing integrated and innovative human resources solutions for the Division of Human Resources. This classified position will operate under the guidance of DHR leadership. About the Agency To learn more about the agency this position will support, please visit the following links: The Human Resource Development Specialist strengthens statewide HR capability by designing, delivering, and tracking training and development programs for HR professionals. This role is responsible for developing curriculum, coordinating subject matter experts, and ensuring HR staff receive consistent, high-quality training in all core HR disciplines, including compensation, classification, employee relations, investigations, ADA, FMLA, and leave management. The Specialist also supports developmental onboarding for new HR employees to ensure a smooth transition into the organization. Working under the guidance of HR leadership, this position enhances the knowledge, skills, and consistency of HR teams across the agency. Responsibilities Training Design & Delivery (30%) Develop and maintain comprehensive training content for HR professionals across all major HR functional areas (compensation, classification, ER, investigations, ADA, FMLA, and leave administration). Create engaging learning materials such as presentations, guides, toolkits, and e-learning modules. Deliver instructor-led and virtual training sessions to HR teams statewide. Ensure training materials reflect current laws, best practices, and agency policies. Coordination with Subject Matter Experts (20%) Partner with HR subject matter experts to develop and validate content. Incorporate expert feedback and ensure training programs reflect accurate, up-to-date operational practices. Coordinate guest presenters, panelists, and contributors for specialized training topics. Training Management, Tracking & Evaluation (20%) Implement systems to track attendance, training completion, and certification status. Collect and analyze feedback from participants to identify gaps and improvement opportunities. Maintain detailed records of training materials, updates, schedules, and completion metrics. Provide reporting to HR leadership on progress and performance trends. Employee Onboarding Support for HR Roles (15%) Support the developmental portion of onboarding for new HR professionals. Coordinate new-hire introductions to HR systems, policies, and functional teams. Provide learning pathways, role-specific guidance, and resources to support early success. Ensure onboarding is standardized, consistent, and aligned with HR best practices. Review learning content regularly to ensure relevance and compliance with legal or policy changes. Identify statewide skill or knowledge gaps and recommend enhancements to the HR training curriculum. Gather data from HR teams to improve processes, tools, and learning experiences. Collaborate with HR Operations, Policy, and Systems teams to ensure training supports agency initiatives. Participate in statewide HR working groups, special projects, and events such as HR summits or workshops. Minimum Qualifications Good knowledge of: Human resource administration Equal employment opportunity concepts and legal requirements Experience: Analyzing human resource management problems and developing alternatives and recommendations Participating in resolving complaints Providing human resource consultation to management and administrators Preferred Qualifications 3+ years of experience in Human Resources, learning and development, or an HR generalist role. Strong instructional design, communication, and presentation skills. Experience developing and delivering training content. Ability to manage multiple projects, track data, and maintain organized records. Experience designing training for technical HR topics such as compensation, classification, or labor law. Familiarity with adult learning principles and training evaluation methodologies. Experience onboarding HR employees or supporting HR capability-building programs.
