Senior Accountant - Payroll

About The Position The Auditor-Controller's Office in Riverside County seeks a Senior Accountant for its Payroll Unit located in Riverside, CA. The Payroll Division is responsible for payroll processing, accounting, and reconciliations for over 26,000 County employees bi‑weekly. The Senior Accountant performs advanced professional accounting work, oversees daily warrant validation, Treasury Cash Receipts distribution, direct deposit transmissions, payroll tax deposits, California EDD payments, and CalPERS retirement payments and reports. The role includes preparing and reviewing journal entries for bi‑weekly payroll general ledger activity, long‑term disability (RSA), fringe benefit taxation, reconciling Payroll Agency Funds, and preparing quarterly and year‑end payroll tax reports including Forms 941, DE9, DE9C and W‑2. Responsibilities also include researching and interpreting federal and state regulations, providing technical guidance, training lower‑level staff, reviewing work for accuracy and compliance, and assisting management with workflow coordination and performance monitoring. Responsibilities Oversee day‑to‑day payroll processing and related accounting activities. Validate warrants, distribute Treasury cash receipts, and transmit direct deposit reports. Process bi‑weekly payroll tax deposits, California EDD payments, and CalPERS retirement reports. Prepare and review journal entries for payroll general ledger activity and long‑term disability. Conduct fringe benefit taxation and reconcile Payroll Agency Funds. Compile and submit quarterly and year‑end payroll tax reports (Forms 941, DE9, DE9C, W‑2). Interpret federal, state, and county regulations and provide payroll accounting expertise to department representatives. Lead, train, and review work of lower‑level staff, ensuring compliance and accuracy. Assist management with workflow coordination and performance monitoring. Essential Duties Maintain and control fiscal record‑keeping functions and systems in a departmental accounting role. Plan, organize, and perform complex and specialized accounting work. Examine and analyze complex fiscal record‑keeping systems, preparing various accounting, statistical, and narrative reports. Review accounting policies and procedures to ensure conformance to applicable laws and regulations. Provide advice on accounting and budgetary problems to departments and officials. Coordinate work with other sections, departments, or related fiscal intermediaries. Represent the department at meetings related to fiscal and budgetary operations. Perform purchasing or other fiscally related staff services; assist in preparing district and departmental budgets. Train, lead, and evaluate the work performance of accounting and clerical personnel. Execute special accounting assignments or projects as required. Benefits

Minimum Qualifications Option I – Education Graduation from an accredited college or university with a bachelor’s degree in accounting or related field with at least 18 semester or 27 quarter units in accounting, finance auditing, taxation, financial reporting, business finance, financial statement analysis, or external and internal reporting. One year of professional accounting experience with the County of Riverside may substitute for the required coursework. Option II – Certificate Possession of a valid certificate as a Certified Public Accountant or Certified Internal Auditor. One year of professional level accounting or auditing experience equivalent to the County of Riverside Accountant II classification is required. All Options Knowledge of accounting principles and practices, governmental accounting and budgeting, laws and regulations affecting governmental financial operations, business management principles, and data processing systems applicable to accounting operations. For Internal Audits Division positions: knowledge of auditing principles, practices, and standards. Ability to interpret and analyze complex data, understand and apply laws, regulations and policies, prepare complex reports and financial statements, and establish effective working relationships.
