Your Specific Responsibilities:
This professional supervisory position is assigned to the Bureau of Public Health Laboratories (BPHL) in Jacksonville. The incumbent with at least a bachelor’s degree serves as the Lead Chemical Threat Coordinator supporting public health preparedness activities for all counties served by the BPHL. Work is performed under very general supervision and requires considerable independent judgment. This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.
Supervises a team of chemists who plan, develop, organize and coordinates training for first responders, hospital/clinical laboratory-based personnel and health department-based personnel for the collection and rapid transport of specimens to Level 3 LRN Chemical Response Laboratories. Activities include communicating established protocols for proper specimen collection, packaging and transportation during a chemical terrorism event or accidental release of toxic industrial chemicals. Leads the effort of a team of chemists to develop, adapt and implement new analytical techniques used to analyze clinical specimens and screen environmental samples for chemical terrorism agents.
Supervises the BPHL’s efforts to coordinate with County Health Departments, Department of Health Program Offices and other agencies of Florida State Government, such as the Department of Environmental Protection, Department of Law Enforcement and Department of Agriculture and Consumer Services, regarding methods development and the exchange of technical information. Provides consultation to the Environmental Health Program Office, County Health Departments and other official agencies, concerning the capabilities and capacities of the BPHL in the area of chemical testing for clinical specimens and field investigation related to chemical terrorism.
Responsible for developing bid specs for instruments either directly or working with chemical threat staff, obtaining quotes and other documents required for the purchasing process, and other activities related to procuring necessary items for the successful operation of the Level 1 and Level 3 Chemical Threat Laboratories.
Responsible for maintaining communications with the CDC LRN-C program office and for ensuring participation in all CDC LRN-C Program calls and webinars. Represents the BPHL and Chemical Threat Preparedness at internal and external meetings, conferences and lectures, pertaining to laboratory analyses in response to chemical terrorism. Reviews technical/scientific literature. Represents the BPHL at meetings, conferences and lectures, pertaining to laboratory analyses in response to chemical terrorism.
Prepares necessary reports on current program activities as required. Assures current grant guidelines and requirements are observed and timely renewed. Oversees the timely submission of yearly budgets and expenditures. Provides administration oversite for current chemical terrorism personnel.
Responsible for working with IT to implement Chemical Threat into the Laboratory Information System. Also responsible for working with IT and CDC on integrating LIMS with the CDC Results Messenger.

Required Knowledge, Skills, and Abilities:
Knowledge of terminology, principles and techniques used in chemical analyses.
Knowledge of procedures, techniques and equipment used in chemical analysis.

Ability to communicate effectively and deliver training.

Ability to understand and apply applicable rules, regulations, policies, and procedures.
Qualifications:
Minimum – State of Florida Clinical Chemistry Technologist or higher license Chapter 483 F.S. and Rule 64B3 F.A.C.
Preferred - Bachelor’s degree. 2 years or more experience is preferred.
