Construction Manager - Presidio of San Francisco Bodwé is the Professional Services Group of Mno-Bmadsen, the investment enterprise and a wholly owned instrumentality of the Pokagon Band of Potawatomi. The availability of this position is contingent upon successful award of the contract. Position Summary We are seeking a full-time, on-site Construction Management Representative (CMR) to provide construction oversight, documentation, quality control, and contract administration to support the National Park Service at the Presidio of San Francisco. This project includes: Bike Path Construction: Building approximately 1,100 linear feet of new paved bike path along the perimeter of the West Bluff Trailhead parking area. Roadway Widening: Widening approximately 1,200 linear feet of Long Avenue to accommodate a new uphill bicycle lane. Intersection & Infrastructure Upgrades: Reconstructing the Long Avenue / Marine Drive intersection and plaza, adding a vehicle turnaround, removing the existing roundabout, andrelocatingEV charging stations and light poles. Essential Duties and Responsibilities Thefollowinginexhaustive list ofdutiesrepresentsa sampleofworkroutinelyperformedbythis role: Communication & Coordination Serve as the on-site representative supporting the Denver Service Center (DSC), maintaining a professional and neutral presence throughout the project. Direct all technical questions, concerns, and observations to the DSC or COR as appropriate; do not offer interpretations or direction to the Park/Region/Contractor. Maintain strict confidentiality regarding procurement-sensitive information. Provide clear, timely communication to the COR when issues or nonconforming work are observed. Meetings & Reporting Coordinate, attend, and help facilitate project meetings, including weekly progress discussions, internal government check-ins, inspections, and negotiation sessions. Document progress meeting notes and distribute them within one business day. Participate in contractor-led safety meetings. Construction Observation & Documentation Monitor and document daily construction activities, verifying progress, workmanship, and compliance with contract documents, codes, and safety standards. Prepare detailed daily logs with photo documentation, including captions, measurements, and clarity on observed conditions. Track contractor adherence to the Accident Prevention Plan and note any observed safety concerns. Review weekly updates to record drawings and note progress in meeting documentation. Assist with substantial completion tasks, including facilitating A/E inspections and confirming completeness of deficiency lists with cost evaluations. Administrative & Technical Review Manage all contract-related documents through the designated construction management software. Review Division 01 submittals, technical and material submittals, and equipment information packages for completeness and contract compliance. Maintain accurate tracking logs for submittals, RFIs, and other contractor submissions; reject incomplete or inaccurate packages and coordinate required resubmissions. Verify delivered materials and equipment match approved submittals and promptly notify the COR if discrepancies occur. Conduct reviews of contractor quality-control reports and compare them against CMR daily logs, elevating issues immediately. Schedule, Payroll & Payment Oversight Review contractor schedules monthly — baseline and updates — and complete required schedule review checklists. Conduct weekly certified payroll reviews for Department of Labor compliance; document labor interviews using SF1445 and report discrepancies. Assess monthly payment requests and verify supporting documentation, completing required review checklists. Quality Assurance Inspections Plan and facilitate preparatory, initial, and follow-up inspections in accordance with the three-phase inspection process. Maintain records of inspection activities and ensure documentation conforms to contract expectations. Contract Changes & Closeout Support Support government staff in managing contract modifications and disputes, including RFP documentation, logs, cost estimates, and negotiation records. Assist with closeout activities, reviewing O&M manuals, warranties, guarantees, and ensuring compliance prior to final acceptance. Education, Experience, and Technical Skills Construction management certification, construction‑adjacent degree, or a minimum of five years of relevant construction management experience. Completion of OSHA 30‑Hour Construction Safety Training. At least five years of practical experience applying the three‑phase quality control system (preparatory, initial, follow‑up) in accordance with federally recognized quality‑control standards. Demonstrated competency using Microsoft Project, including baseline development, schedule analysis, critical path evaluation, and reporting. Hands‑on experience preparing and reviewing construction estimates and schedules, including working knowledge of the software tools, formats, workflows, and phases used in project planning. Prior involvement supporting Government Project Managers or Contracting Officer’s Representatives, particularly in the areas of change management, RFI processing, submittal review, documentation control, and field reporting. Prior experience with federal resource protection practices designed to prevent or minimize impacts to natural and cultural resources. Demonstrated field knowledge relevant to roadway and site improvements, such as roadway demolition, site excavation, drainage systems, trenching and waterline trenching and installation, asphalt paving, metal fabrication, prefabricated structure installation, masonry, concrete work, fine grading, and native plant installation. Ability to observe, assess, and document construction activities for conformance with specifications, safety expectations, contract requirements, and environmental protection measures. Ability to understand cost drivers in contractor proposals and estimates, including labor classifications, material quantities, equipment usage, indirect costs, overhead, and related factors. Experience reviewing construction schedules, identifying variances, interpreting critical path activities, and evaluating schedule impacts. Solid computer proficiency with common project‑management and documentation tools such as Microsoft Project, Word, Excel, Adobe PDF, and cloud‑based construction management platforms. Comfortable navigating active construction environments, including walking, climbing, and standing for extended periods to monitor work activities. Strong commitment to confidentiality, adherence to federal protocols, and avoidance of conflicts of interest. Must have or be able to obtain and maintain a Real ID or Passport in order to undergo commercial airfare travel Must have or be able to obtain and maintain a valid driver's license Preferred Education, Experience, and Technical Skills Experience with National Park Service projects is considered highly preferred. Experience preparing independent government estimates, reviewing proposals and schedules, and supporting modification documentation under accelerated timelines. Professional certifications related to construction, inspection, safety, scheduling, or estimating are a plus. This position primarily operates in a professional office setting with standard office equipment and a quiet, climate‑controlled environment. While in the office, there is no regular exposure to loud noise, hazardous materials, or heavy machinery. This role also requires periodic travel to project sites, including locations undergoing renovation or active construction. During site visits, the employee may be exposed to non-temperature‑controlled environments, construction noise, dust, and other typical conditions found on job sites. Appropriate personal protective equipment (PPE) may be required during these visits, depending on site conditions. While on site visits, an individual in this role will be required to work atypical hours at the request of the client or role demands. Physical Demands Sitting/Standing: This is not a sedentary role. This role requires the ability to be on your feet moving around a construction site for most of the day interacting with contractors, contractor representatives, and inspecting the construction work that is being performed. Walking: This role requires the ability to move about outside in various geographic and building terrains to access a construction site to provide quality assurance services. Stooping/Kneeling/Crouching/Crawling: This role requires stooping, kneeling, crouching, crawling, and ladder climbing to inspect all aspects of building construction to foundations, crawlspaces, and roofs. Using Hands/Fingers: This role constantly operates technological office equipment such as laptop, mouse, keyboard, computer monitors, telephones, and scanners, copiers, and fax machines. Talking/Hearing: This role requires constant communication with others in the organization to exchange information, review information, and make decisions about information. Seeing: This role requires the ability to see, view, and distinguish all aspects of construction to ensure quality control. Carrying/Lifting: This role requires lifting up to 30 lbs to transport technological office equipment, safety equipment, and other needed construction items to and from various workspaces.
