Community Hubs Project Manager
The Office of Arts & Culture (OAC) helps make Seattle a creative and welcoming place where everyone can thrive! We work with City partners and community groups to support youth, artists, and cultural organizations.
The Community Hub program brings arts-based wellness activities to community centers and teen life centers across the city. These programs help youth build coping skills, express themselves, connect with caring adults, and access mental-health resources.
The Community Hubs Project Manager leads the design and daily coordination of these arts-based wellness programs. In this role, you will work with teaching artists, youth organizations, and staff from the Department of Education and Early Learning (DEEL) and Seattle Parks and Recreation (SPR). You help ensure each site offers high-quality, culturally relevant programming for diverse Seattle youth. This is a Sunset position that is funded through the end of 2031, and will report to the Arts Education Manager, and is situated within OAC's Partnerships, Education, and Grants (PEG) Division.
Job Responsibilities

Your work will focus on:
- Strong Collaboration. Making sure OAC, DEEL, and SPR work together well so programming runs smoothly.
- Youth-Centered Program Development. Creating arts-based wellness programs that reflect youth needs and connect providers with mental-health supports.
- Program Administration & Reporting . Managing contracts, budgets, scheduling, and reporting to ensure successful, safe, and high-quality program delivery
Here's more of what you'll be doing:
Project Management & Program Design
- Work with DEEL and SPR staff to plan and coordinate program delivery.
- Help teaching artists and partners design arts-based wellness programs shaped by youth input.
- Develop schedules, communication plans, and project workflows.
- Build required program plans and forms for DEEL funding.
Site Coordination, Safety & Onboarding
- Lead activation of 68 Community Hub sites each year and work with site leads on scheduling, space needs, and safety planning.
- Make sure providers complete background checks, training, and site orientations.
- Connect providers with youth mental-health resources offered by DEEL and schools.
- Visit sites regularly to ensure programs are safe, welcoming, and accessible. Includes evenings and weekends.
Contract & Budget Management
- Write and manage contracts with teaching artists and partner organizations.
- Support providers with scopes of work, data needs, and quality improvement.
- Track budgets, process invoices, and make sure spending aligns with program goals.
- Ensure resources are shared fairly across sites and communities.
Data & Reporting
- Work with DEEL and SPR on data systems and reporting timelines.
- Keep accurate records, prepare quarterly data reports, and write narrative updates.
- Make sure providers collect participation data and youth/provider surveys.
- Proficiency with Excel, Word and general Microsoft Office software systems
Community Engagement & Communication
- Build strong relationships with teaching artists, youth organizations, site staff, and mental-health partners.
- Help providers talk with youth about mental-health resources.
- Create simple and clear materials using Federal Plain Language guidelines like blog posts, slides, and flyersto share program updates with the public.
You'll be well-positioned for success if you bring a combination of the following:
Experience and skills in:
- Designing and managing youth or arts programs, including planning activities and adapting programming based on youth input.
- Community-centered engagement with diverse communities to ensure programs are welcoming, relevant, and inclusive.
- Building strong partnerships with teaching artists, youth-serving groups, and City staff to support smooth program delivery.
- Managing budgets, contracts, and compliance with accuracy and clarity.
- Communicating confidently whether presenting to groups, writing program materials, or supporting providers with clear guidance.
- Organizing complex workflows, managing multiple projects, and keeping work on track through strong planning.
- Learning new systems and tools quickly, especially those used for scheduling, contract tracking, and reporting.

Qualifications
In addition to the ability to perform the tasks described above, you will need to possess the following required qualifications or a combination of education, training or experience that provides an equivalent background required to perform the work of the class:
- Four (4) years of full-time professional experience in project management, including experience with arts organizations and public speaking OR
- Three (3) years of full-time professional experience in project management, including experience with arts organizations and public speaking AND an Associate's degree in Fine Arts, Arts Administration, or a related field
- OR
- Two (2) years of full-time professional experience in project management, including experience with arts organizations and public speaking. AND a Bachelor's degree in Fine Arts, Arts Administration, or a related field
License, Certification and Other Requirements: Current State of Washington driver's license or evidence of equivalent mobility.
Additional Information
This full-time, benefits-eligible civil service position is overtime eligible and is pending classification as an Arts Program Specialist. This position is governed by a collective bargaining agreement between the City and the union, PROTEC17 Professional Unit. The full pay range for this position is $43.12 - $50.33 hourly. New employees begin at Step 1 of the pay progression, which is $43.12/hour. Current City employees' starting rate of pay will be based on Personnel Rules regarding promotions.
Work Environment: This position offers the flexibility of a hybrid work schedule. Employees will be expected to work in-office at ARTS at King Street Station at least three days a week. Individual schedules will be determined between the employee and their supervisor.
