Environmental Compliance Manager

AUGUSTA , Ga.

Equal Opportunity Contract AdministrationThis position performs highly responsible administration for monitoring and enforcing Augusta Georgia's plan for ensuring equal opportunity in contract administration. Encourages increased involvement of Disadvantaged Business Enterprises (DBE) and Minority and Women Owned Businesses (M/WBE) and Local Small Business (LSB) programs in the Augusta Procurement process. Reports to the Compliance Director and works with the Mayor and Commissioners, Administrator, Deputy Administrators, Procurement and other department heads, management, attorneys, employees, and the media and general community to provide insight relative to DBE and M/WBE and LSBP matters and decisions.Key Responsibilities And Performance Standards:Establish, develop, administer, and implement criteria, procedures, and related forms for the Minority and Women Owned Businesses (M/WBE) and Local Small Business (LSB) programs. Evaluate the feasibility of accepting certifications for (M/WBE & LSB) from other governmental entities or industry groups, within or outside the Program Area ("provisional certification"). Verifies and approves M/WBE and LSB certification/denial status.Reviews bids that provide a goal for DBE (M/WBE & LSB) participation and recommends a bidder be awarded a contract only where the bidder has demonstrated Good Faith Efforts to meet the designated goals. Provides assistance in complying with the United States Department of Transportation (USDOT) guidelines to applicable departments. Assist in assessing or evaluating M/WBE and/or LSB availability and capacity for specific scopes of work, including for the purposes of goal-setting. Strategize and implement capacity building assistance for M/WBEs and LSBs, including in association with non-governmental third parties (e.g., industry groups, local Chambers of Commerce, community partners, anchor institutions).Prepare and submit the DBE Semi-Annual Report to the Federal Transit Administration (FTA). Prepare periodic DBE (M/WBE & LSBOP) data reports for internal and external use. Oversee and assist in required reporting of DBE (M/WBE & LSB) utilization on City contracts.Assist in investigating and evaluating Good Faith Efforts. Assist in evaluating Commercially Useful Function of DBEs (M/WBEs & LSBs) in bidding and post-bidding processes. Assist in tracking participation by DBEs (M/WBEs & LSBs) on City contracts. Monitor compliance by vendors with regard to contracts, bid submissions, payments, and other post-award Activities as related to DBE (M/WBE & LSB) firms.Refers local small businesses to agencies for development assistance bonding, financial and technical assistance. Assist in organizing and conducting M/WBE and LSBP certification workshops to assist potential applicants with the process. Assists in organizing and conducting M/WBE and LSBP business development workshops to assist certified and non-certified firms with various business development topics.Assists the Disadvantaged Business Enterprise Liaison Officer (DBELO) for accomplishing the objective as required by 49 C.F.R. Part 26. Creates a system to register, monitor, audit, and enforce certification program. Works with project managers or user agencies to divide larger projects into smaller projects or contracts when commercially appropriate, in order to create more opportunities for M/WBEs and LSBs to participate in contracts let by Augusta, Georgia.Maintains DBE bidder's list for the Georgia Department of Transportation, and other contracts as required by 49C.F.R. Part 26. Communicates with other Federal, State and Local Agencies as required. Maintains MWBE bidder's list for Augusta Richmond County, and other contracts as required by the MWBE Ordinance Maintains LSBP bidder's list for Augusta Richmond County, and other contracts as required by the LSBP Ordinance.Perform other duties of a similar nature or level.Required Minimum Qualifications:Bachelor's degree in Business, Public Administration, Political Science, Accounting, Finance, Construction Management, Law, or a closely related field, and four (4) years of progressively responsible experience administering Disadvantaged Business Enterprise (DBE), Minority/Women Business Enterprise (MWBE), Local Small Business (LSB), Small Business Enterprise (SBE), or related supplier diversity/compliance programs governed by Federal, State, or Local laws, regulations, and policies, including three (3) years of supervisory experience.ORAssociate's degree in Business, Public Administration, Political Science, Accounting, Finance, Construction Management, Law, or a closely related field, and six (6) years of progressively responsible experience administering Disadvantaged Business Enterprise (DBE), Minority/Women Business Enterprise (MWBE), Local Small Business (LSB), Small Business Enterprise (SBE), or related supplier diversity/compliance programs governed by Federal, State, or Local laws, regulations, and policies, including five (5) years of supervisory experience.Preferred Qualifications:Master's degree in Business, Public Administration, Political Science, Accounting, Finance, Construction Management, Law, or a closely related field, with three (3) years of progressively responsible experience administering Disadvantaged Business Enterprise (DBE), Minority/Women Business Enterprise (MWBE), Local Small Business (LSB), Small Business Enterprise (SBE), or related supplier diversity/compliance programs governed by Federal, State, or Local laws, regulations, and policies, including two (2) years of supervisory or management experience.Knowledge/Skills/AbilitiesKnowledge of state and federal laws, especially those pertaining to the disadvantaged business enterprise program and Section 3.Knowledge of relevant state and local codes and ordinances for contracting.Skill in oral and written communication.Skill in updating and maintaining computer hardware and software.Strong people skills.Excellent verbal and written communication skills.Training/presentation skills.Licensing:Possession of valid driver's license with good driving history. If State license is other than Georgia or South Carolina, applicant must obtain a license in Georgia or South Carolina within 30 days of employment.Performance Aptitudes:Data Utilization: Requires the ability to coordinate, manage, and/or correlate data. Tasks may involve extended periods of time at a keyboard or work station.Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals.
