CERTIFIED RESIDENTIAL APPRAISER

JOB TITLE: CERTIFIED RESIDENTIAL APPRAISER TAX ASSESSOR’S OFFICE GENERAL DESCRIPTION OF JOB The purpose of the job is to appraise residential property to determine fair value for Pickens County, to maintain accurate and up‑to‑date appraisal records, and to perform related work as required. The class works within a general outline of work to be performed, develops work methods and sequences under general supervision. This position also supervises and assists trainee appraisers that are completing their requirements to become South Carolina Certified Residential Mass Appraisers, as needed. ESSENTIAL TASKS The tasks listed below are those that represent the majority of the time spent working in this class. Management may assign additional tasks related to the type of work of the class as necessary. Conduct field investigations of residential and commercial properties within Pickens County; inspects, measures, calculates square footage, and classifies new and existing structures to determine market values. Determine land values for property. Adjust property records as a result of property splits, merges or sales; correct data that affects property addresses, ownership or tax information. Identify, plot and measure property improvements to determine effect on value; review photographs and real estate documents for changes and locations of property improvements; prepare sketches of improvements for documentation; data input in CAMA system. Obtain additional needed information through interviews with owners, contractors, realtors and others. Calculate replacement costs, obsolescence, construction costs, resale value and other pertinent factors. Prepare reports of determination for public record. Research, gather, and analyze sales, cost, and income information to support appraisal values. Review property appraisals with property owners or agents. Process special assessment applications and make appropriate adjustments to property value determinations or assessments. Prepare cases and defend appraisals before court and/or local and state assessment appeals boards. Provide a variety of information to the public regarding property appraisal procedures, policies and methods. Maintain a variety of logs and records related to work assignments and inspection activities; prepare special and periodic reports as required by the County and other agencies. Assist co‑workers with appraisal work as required. Perform work in accordance with safety policies and procedures. Perform general administrative / clerical work as required, including but not limited to preparing correspondence, entering and retrieving computer data, copying and filing documents, answering the telephone, etc. Attend training courses and seminars to maintain state licensing requirements and to enhance job knowledge and skills. ADDITIONAL JOB FUNCTIONS Performs other related duties as required. INVOLVEMENT WITH THINGS – Requires handling or using machines, tools, or equipment requiring brief instruction or experience, such as computers for data entry, fax machines, copiers, telephones, or other similar equipment; may service office machines, including adding paper and changing toner. COGNITIVE REQUIREMENTS REASONING REQUIREMENTS – Requires performing skilled work involving rules/systems with almost constant problem‑solving. MATHEMATICAL REQUIREMENTS – Requires using mathematics involving the practical application of fractions, percentages, ratios and proportions, or measurements, logarithmic or geometric construction. May use algebraic solutions of equations and inequalities; descriptive statistics; deductive geometry, plane and solid, and rectangular coordinates; mathematical classifications or schemes. LANGUAGE REQUIREMENTS – Requires reading technical instructions, procedures, manuals and charts to solve practical problems; composing routine reports and specialized reports, forms and business letters with proper format; speaking compound sentences using normal grammar and word form. MENTAL REQUIREMENTS – Requires doing specialized technical or entry‑level professional work requiring general understanding of operating policies and procedures and their application to problems not previously encountered; application of specialized technical or professional principles and practices or the use of a wide range of administrative methods in the solution of problems; requires normal attention with short periods of concentration for accurate results and occasional exposure to unusual pressure. VOCATIONAL/EDUCATIONAL AND EXPERIENCE PREPARATION VOCATIONAL/EDUCATIONAL PREPARATION – Requires high school diploma or GED equivalent. Formal training, special courses, or self‑education that is equivalent to satisfactory completion of one (1) year of college education or specialized advanced training in real estate appraisal or a closely related field preferred. EXPERIENCE REQUIREMENTS – Requires a minimum of 3 years experience as a Certified Residential Appraiser or Certified Residential Mass Appraiser. SPECIAL CERTIFICATIONS AND LICENSES – Must possess a valid state driver's license. Must possess valid state certification as a Residential Real Property Appraiser. Must complete four‑hour supervisor training course to meet the requirements established by the Appraiser Qualifications Board (AQB) of The Appraisal Foundation for supervising appraiser trainees within three months of hire. AMERICANS WITH DISABILITIES ACT REQUIREMENTS PHYSICAL AND DEXTERITY REQUIREMENTS – Requires light work that involves walking or standing much of the time and involves exerting up to twenty (20) pounds of force on a recurring basis, or skill, adeptness and speed in the use of fingers, hands or limbs on repetitive operation of mechanical or electronic office or shop machines or tools within moderate tolerances or limits of accuracy. ENVIRONMENTAL HAZARDS – The job risks exposure to extreme heat and/or cold, dusts and pollen, animals / wildlife, traffic hazards, and construction site hazards. SENSORY REQUIREMENTS – The job requires normal visual acuity and field of vision, hearing and speaking ability, depth and texture perception, and color perception.
