Acquisition Liaison

Role summary

Program-facing liaison under general COR oversight. Bridges program/technical staff and contracting: purchase-request packages, planning documents, market research, IGCEs, compliance reviews, funding tracking, and coordination of milestones. Mid-level FAC-C Level II equivalent.

Essential duties

• Support cradle-to-grave processing of services/commercial requirements for program and technical staff.
• Help program offices prepare PRs and complete supporting documentation for the contract writing system.
• Review acquisition packages before submission to the Acquisition Office; review existing contracts for legal/regulatory/policy compliance.
• Work with mid- and lower-level program staff and SMEs (COR/program offices) on acquisition plans, SOW/SOO/PWS, functional requirements/specs, market research reports, D&Fs, exceptions to fair opportunity, and J&As.
• Assist with IGCEs and market research supporting IGCEs or business-case models (GSA MRAS and other tools).
• Assist with cost/price analysis; use FFP, cost-reimbursable, LH, T&M as needed.
• Support administration of IDIQs, task/delivery orders, BPAs, call orders, POs, and IAAs.
• Perform recurring contract-administration support for program and acquisitions offices (no invoice acceptance/rejection or vendor payment settlement).
• Attend program/acquisitions meetings (no OCI); take notes; communicate across organizational levels.
• Assist closeout packages for FTA closeout teams.
• Maintain an updated Excel tracker of all supported actions and funding levels; coordinate with COR and contract specialist.
• Help develop source-selection evaluation criteria; align contractual documents with project milestones and plans.
• Assist reporting requirements; other duties as assigned.
• Work under general supervision of PMO Division and Operations Division contract management (or successor structure).

Minimum qualifications

• BA/BS or higher and at least 5 years relevant experience with hands-on FAR use.
• Experience with GSAR 538.71 (FSS), FAR 12, 13, 15, 37, 43, and 4.804.
• Knowledge and experience with IDIQs, BPAs, and task/call/purchase orders.
• Knowledge plus experience with GSA MRAS and other market-research tools (required in SOW quals).
• CRM experience desired; SharePoint desired; PRISM/contract-writing systems desirable.
• Excellent MS Office (Word, Outlook, Excel, Teams), Google Workspace, and analytical skills.
• Strong oral/written communication; team member who assesses requirements cradle-to-grave, performs market research, and offers meaningful recommendations.
• Ability to analyze assignments independently and provide government feedback.
