Project Manager

Job Description The Project Manager will support the Texas Department of Public Safety (DPS) on the FAST contract. This role provides senior-level project management support for complex, enterprise-level initiatives. The resource will be responsible for planning, directing, and coordinating project activities, including scope, schedule, budget, risk, and stakeholder management across cross-functional teams. This role ensures successful delivery of projects by maintaining alignment with DPS objectives, governance standards, and established project management methodologies. Responsibilities: Develop and maintain comprehensive project plans, including scope, schedule, budget, resources, risk, and communication components. Define project objectives, deliverables, milestones, and success criteria in collaboration with stakeholders. Coordinate cross-functional teams, vendors, and business units to ensure alignment and execution of project activities. Monitor project performance, track progress against milestones, and ensure timely escalation and resolution of issues and risks. Facilitate stakeholder engagement, meetings, and status reporting to ensure clear communication and transparency. Manage project scope changes through formal change control processes and ensure governance compliance. Oversee vendor performance and deliverables when external contractors are involved. Ensure adherence to DPS policies, state procurement requirements, and FAST contract guidelines. Support project documentation, reporting, and administrative requirements throughout the project lifecycle. Drive project closure activities, including final reporting, deliverable acceptance, and lessons learned documentation. Requirements Minimum Qualifications: Candidates must meet all minimum qualifications. 8 years of experience managing large-scale, complex IT or business transformation projects in a structured environment. 8 years of experience demonstrating strong knowledge of project management methodologies (e.g., PMI/PMBOK, Agile, Hybrid). 8 years of experience developing and maintaining project schedules, budgets, and resource plans. 8 years of experience demonstrating proven ability to manage multiple stakeholders across technical and business units. 8 years of experience with risk management, issue tracking, and change control processes. 8 years of experience demonstrating strong written and verbal communication skills, including executive-level reporting. 8 years of experience using project management tools (e.g., MS Project, Smartsheet, Jira, or similar). 8 years of experience ensuring compliance with organizational governance, policies, and procurement requirements. Preferred Qualifications: 1 year of experience working in public sector or state government environments, preferably within public safety or law enforcement agencies. 1 year of experience managing projects under state procurement frameworks (e.g., FAST, DIR, or similar contracts). 1 year of experience with PMP (Project Management Professional) certification or equivalent. 1 year of experience managing IT system implementations, data systems, or enterprise applications. Additional Requirements: Local candidates only; Must live within 50 miles of the Austin, Texas work location . Candidate must be available for on-site work for up to four days per week at TXDPS HQ in Austin, TX. Candidate may be required to work outside normal business hours, including weekends, evenings, and holidays. Work Location and Schedule: Schedule : Monday through Friday, 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.
