Job Title: Senior Specialist, Subcontracts Job Code: 46015Job Location: Malabar, FL Job Schedule: 4/10: Employees work 10 hours a day, 4 days a weekJob Description:The Subcontracts Manager (SCM) is responsible for the overall life-cycle of a subcontract, from the initial sourcing and acquisition strategy development, through the solicitation, negotiation, award, cost and schedule management, subcontractor execution and closeout steps. Subcontracts at L3Harris cover a variety of customer segments including U.S. Federal Government, Commercial, International Governments, International Commercial, and Defense, both domestic and international. L3Harris Subcontracts is an incredibly diverse landscape of technologies, products and services for development articles, production, technical & professional services requirements. Subcontracts leverage the variety of subcontract types, (i.e fixed-price, cost reimbursement, time & material, labor hour, etc.) to best manage risk for both L3Harris and our customers.Essential Functions:Drive all aspects of major subcontract execution (cost, schedule, technical, quality) and full integration of the subcontract work scope within the program, e.g. proposals, negotiations, contract execution, etc.Seamless integration of Subcontracts, Engineering, Quality, Finance, and Planning organizations in support of Program Management and Business DevelopmentServe as the main Subcontracts focal point to Military Avionics Sector assigned programsAccountable to Program Manager, Business Development, Supply Chain Leadership and OperationsResponsible to analyze diverse set of issues and challenging development program(s) changes and communicate effectively to Program(s) and Supply Chain Executive LeadershipWork closely with SCMs, Program Management and Technical personnel, to support/manage high-dollar value proposals and subcontractsStrategically support Program(s) and SCMs on critical negotiations and strategies developmentStrong negotiations skills and knowledge of company legal terms and conditionsExperience with Intellectual Property (IP) and Patent requirements to protect company’s IP and patentsWork closely with Trade Compliance and provide guidance and support to the Program(s) related to correct document markings (i.e. Export Controlled, Proprietary Information, ITAR, EAR, etc.)Able to work directly with Technical Team(s) to identify processes, requirements, Statement of Works improvements and propose changes, to include Supply Chain risk mitigation strategies with possible cost savings/avoidanceAbility to travel domestically and internationallyExperience with complex subcontract types (hardware, software, services, development, and production/follow-on).Experience with Federal Acquisition Regulations, Government Compliance and Audits.Experience with proposals, capture activities, Basis of Estimates (BOEs).Experience with Intellectual Property (IP) related issuesExperience with multiple contract types (i.e. CP, FFP, T&M, FPLH)Experience with FAR, DFAR, ITAR requirements and Export Laws and RegulationsExperience with Statement of Work (SOW) requirements and technical knowledgeStrong negotiations skills and experience including terms and conditions, contracting requirements, pricing, IP, data rights, etc.Familiar with Procurement systems, MRP, ERP, software systems such as PeopleSoft, Cincom CONTROL MRP, Microsoft Office (proficient), EXPO Supplier Portal, and other metric reporting systems. Familiar with Quality Requirements (i.e. APQP, ZDP), and contract flow downsProficient in assessing Supply Chain risks inclusive of program, technical, schedule, quality for successful capture and execution (pre and post award).Proficient in providing risk mitigation plans to programs related to source selection.Ability to provide robust supplier evaluation and advise programs on source selection, split orders opportunities, long term agreements, teaming agreements, and other.Proficient in EVMS, CAM, budgets and forecasting.Qualifications:Bachelor’s Degree and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience. In lieu of a degree, minimum of 10 years of prior related experience.Experience with subcontracts and DoD contractingPreferred Additional Skills:Lean Six Sigma experience.Project management experience a plus.Strong attention to detail, communication, and interpersonal skills across all management levels.Ability to prioritize and multitask in a fast-paced environment.
