Job Title Maintenance Specialist III (Operations Ranger - Backup UPO) Organization Parks and Wildlife Department Primary Location Texas-Calliham Work Locations SP-Choke Canyon; SP-Calliham 358 Park Road 8 PO Box 2 Calliham 78007 Job Description Under the direction of the Lead Ranger, this position performs complex building maintenance and construction work including the daily maintenance and repairs of facilities, grounds, and equipment for Choke Canyon State Park. Serves as the Back‑Up Utility Plant Operator and assists in the proper operation, maintenance, and repair of the water and wastewater treatment systems. Responsible for regulatory compliance in all utility operations to include completion of required forms and reports required by the Texas Commission on Environmental Quality and the Texas Parks and Wildlife Department. Performs general maintenance and cleaning of water facilities and all phases of maintenance, cleaning and repairs to other park facilities, equipment, grounds, and electrical and plumbing systems utilizing equipment such as hand tools, power tools, mowers, tractors, and other machinery. Responsible for preparing reports, training park personnel, revenue collection and accounting, providing visitor services, and assists in enforcement of park rules and regulations. Available for emergency call outs as needed. Supports and complies with the agency's mission in all activities. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures. For new employees or rehires, health insurance is available on the first of the following month after a 60‑day waiting period. Minimum Qualifications Graduation from High School or GED. Three years of facility, equipment or grounds maintenance experience. Must possess or be able to obtain, within 30 days of employment, a valid State driver’s license. Must possess or be able to obtain, within one year of employment class “D” Water and Wastewater operator license issued by the Texas Commission on Environmental Quality. Acceptable Substitutions Thirty semester hours from an accredited college or university may substitute for one year of the required experience, with a maximum substitution of two years. Preferred Qualifications Experience working with the public. Experience working with water or wastewater systems. Customer service and public relations experience. Current class “D” Water and Wastewater operator license issued by Texas Commission on Environmental Quality. Knowledge, Skills and Abilities Knowledge of building, grounds, and facility maintenance. Knowledge of resource management principles. Knowledge of general custodial duties. Knowledge of water and wastewater systems. Skill in using MS Word, Excel and Outlook. Skill in effective verbal and written communication. Skill in personal computers. Skill in facility maintenance and repairs: plumbing, carpentry, electrical, masonry, janitorial and mechanical. Skill in using hand and power tools, mowers, trimmers, chainsaws, tractors, vehicles, generators and other mechanical equipment. Skill in basic monthly report writing. Skill in establishing and maintaining effective work relationships with co‑workers and work related contacts. Skill in providing quality customer service in a courteous and professional manner. Ability to operate and maintain water and wastewater treatment systems in accordance with TCEQ guidelines. Ability to accurately handle cash and account for revenue collected. Ability to communicate effectively with the public. Ability to work independently with little or no supervision. Ability to work as a member of a team. Ability to develop and implement maintenance and repair programs. Ability to coordinate employees’ projects and work schedules. Ability to perform physical labor such as cleaning of buildings, the operation of lawn maintenance equipment, tractors, litter collection, and lifting of objects such as bags of cement. Ability to perform technical and complex maintenance related functions requiring lifting moderately heavy objects (tools, equipment, and materials). Ability to perform manual labor including lifting supplies and materials up to 50 lbs. Ability to perform work in accordance with TPWD safety program. Working Conditions Required to work in a public park with overnight camping and day use. Required to work hours other than 8:00 a.m. to 5:00 p.m., with days off other than Saturday, Sunday and holidays. Required to perform work outdoors, occasionally in adverse weather conditions. Required to respond to emergencies and on‑call situations. Required to perform manual labor including lifting supplies and materials up to 50 lbs. May be required to operate a State vehicle. Required to travel 5% with possible overnight stays. Must conform to TPWD dress and grooming standards, work rules, and safety procedures.
