Join CMTS and help lead major municipal utility projects throughout the Puget Sound region.About Your RoleCMTS is seeking an experienced Senior Project Manager – Utility Capital Programs to support a major municipal utility capital improvement program in Seattle, Washington.The Senior Project Manager will lead multiple task orders under an on-call public-sector contract. Assignments may include project planning, alternatives analysis, design support, construction-phase services, commissioning, and project closeout.This position will serve as the primary day-to-day client contact while managing multidisciplinary project teams, engineering subconsultants, project controls, financial performance, quality, and contract compliance.Education RequirementsBachelor's degree in engineering, construction management, or a related fieldEquivalent professional experience may be consideredWhat You'll Need to Get the JobAt least 12 years of experience delivering public-sector capital projectsAt least five years of experience supporting municipal water, wastewater, stormwater, drainage, or related utility infrastructure projectsDemonstrated experience managing task-order, on-call, or indefinite-delivery contracts for public agenciesExperience managing project scope, schedule, budget, quality, risk, and client expectationsStrong client-facing communication and stakeholder-management abilitiesProven leadership of multidisciplinary consultant and engineering teamsExperience developing scopes of work, cost estimates, work authorizations, and task-order proposalsKnowledge of public-agency contracting practices and consultant-services agreementsAbility to successfully complete a background checkPreferred QualificationsProject Management Professional certificationProfessional Engineer licensureExperience supporting Seattle-area public agenciesFamiliarity with the City of Seattle contracting environmentExperience with phased or stage-gate project deliveryKnowledge of owner asset-management frameworksExperience working within a rotational or rapidly mobilized task-order environmentWhat You'll Be DoingLead the execution of task orders under a multi-award municipal utility on-call contractDirect projects involving planning, options analysis, preliminary engineering, final design, construction support, commissioning, and closeoutServe as the primary client contact for assigned task ordersDevelop, scope, price, negotiate, and execute task orders and work authorizationsMobilize multidisciplinary teams to meet changing client needs and project schedulesManage multiple concurrent assignments while maintaining schedule, budget, quality, and technical performanceDirect engineering consultants, technical specialists, and subconsultant teamsManage subconsultant contracts, scopes, budgets, schedules, deliverables, and performancePrepare project budgets, financial forecasts, cost reports, and earned-value analysesReview invoices, monitor project profitability, and identify potential financial risksLead project-progress meetings, executive briefings, stakeholder discussions, and client presentationsPrepare executive-level reports, technical documentation, meeting summaries, and client correspondenceEnforce quality-assurance and quality-control requirements for all project deliverablesConfirm compliance with owner standards, technical specifications, regulatory requirements, and industry best practicesIdentify project risks and implement mitigation strategies to maintain project performanceSupport WMBE and DBE inclusion goals, subcontractor participation, supplier-diversity initiatives, and utilization reportingContribute to proposals, Statements of Qualifications, technical narratives, interview preparation, and public-agency pursuitsMentor project staff and promote accountability, collaboration, and continuous communication across project teamsSkills and AbilitiesStrong project, program, and task-order management skillsAdvanced budgeting, forecasting, cost tracking, and financial-management abilitiesExcellent negotiation, conflict-resolution, and decision-making skillsAbility to manage multiple priorities and changing client requirementsStrong understanding of public-sector capital project deliveryKnowledge of construction administration, commissioning, and project closeoutAbility to build and maintain long-term client relationshipsStrong written, verbal, presentation, and technical-writing skillsProficiency with project-management, scheduling, financial, reporting, and document-control systemsStrong attention to detail while maintaining a strategic understanding of overall program objectivesCompensation$72.50–$85.00Equal Employment OpportunityCMTS LLC is an Equal Opportunity Employer.
