Water Project Manager, Engineering (2600004G) Position Grade: 2, 16G Department: Water Division Job Type: Full-Time (Permanent) Examination Number: EX1585 Location: St. Louis, MO Essential Functions and Responsibilities Manage bidding of drinking water projects to contractors, including conducting pre‑bid informational meetings and addressing contractor questions during bidding. Review bids and work to bring contractors under contract. Review contractor material submittals and manage all aspects of the construction of drinking water projects. Perform on‑site inspections to verify safety, adherence to plans and specifications, and compliance with Missouri Department of Natural Resources regulations. Provide general oversight of construction inspection staff. Coordinate field changes, tie‑ins, and shutdowns of water mains. Coordinate valve closures with internal crews, notify relevant areas, ensure correct connections, and verify proper bacteriological testing and boil advisory notices. Address customer issues that arise during construction projects. Review invoicing for completeness and accuracy, and process all payments through the finance department. Perform permit closeout, including submission of all necessary paperwork and scheduling of closeout inspections. Organize field investigations of drinking water systems to determine causes of pressure and flow issues. Prepare and improve department standard operating procedures. Review road, utility, and accessibility projects for conflict with existing water systems and coordinate any necessary relocations with the project owner, including oversight of funds reimbursement. Assist in system data collection using GPS equipment; ensure contractor and inspection staff collect required project data and coordinate delivery to the GIS mapping department. Maintain a comprehensive file of project activities throughout the project life, including correspondence, agreements, invoicing, design iterations/comments, and submittals. Prepare budgetary estimates for drinking water projects. Identify new project needs in an advisory capacity to the Engineering Manager, assist in large‑scale planning projects, and provide input into project direction planning. Physical Requirements: Lift, push, and pull up to fifty pounds; perform climbing, balancing, stooping, kneeling, or crouching during field inspections. Sensory Requirements: Recognize and identify subtle differences between colors, shapes, sounds, and textures associated with construction documents and inspection reports; distinguish objects in near and far vision. Qualifications A Bachelor’s degree in Construction Management or directly related field; plus three years of construction project management experience that includes design, construction, and/or operation of piping and valving systems for water distribution. OR an equivalent combination of education, training, and experience. Preferred Qualifications Experience managing capital improvement projects with a utility. Possession of a MODNR Distribution System Operator License. License Must possess and maintain a valid driver’s license while employed by the City of St. Louis. Proof of a valid driver’s license is required for consideration. City Residence Preference City residents who pass the examination and receive no other preference receive a five-point preference on a 100-point exam.
