This position is covered under the City's collective bargaining agreement with AMERICAN FEDERATION OF STATE, COUNTY, AND MUNICIPAL EMPLOYEES (AFSCME) - BARGAINING UNIT 1, 3, 4 & 5. Only employees in City job titles in this bargaining unit are eligible to bid.

This will be a second supervisory position in Tax Administration. The Lead Tax Auditor reports to the Audit Manager of Tax Administration and works with both auditors and accounting technicians in the Database unit to ensure proper intake, deposit, placement, and posting of payments and tax return accuracy, as well as coordinating written, electronic, and verbal communications with taxpayers that need account assistance with matters related to tax payments, tax registration, tax return processing, etc.

The Lead Tax auditor in this role works with IRIS functionalities related to account creation, tax code registration, site, address, and contact person updates, payment posting and processing (including overpayments), and general tax return management. This position also works with systems such as Chicago Business Direct (return filing, payment, tax-only account registration and maintenance platform), Business Objects (ad hoc software reporting tool), NICE in Contact (email / communications platform), MyTax / MyDec (Real Property Transfer Tax declaration and payment management), and AWS QuickSight (reporting tool that assists with lookups and monitoring and maintaining the CHI MPEA Tax App and GTT platform, which both provide mobile sites related to collection of MPEA and Ground Transportation Tax based on taxi and livery airport activity). This position also plays a role in suggesting and testing fixes and enhancements to these systems.

ESSENTIAL DUTIES

• Supervises the work of professional Tax Auditors engaged in the examination and verification of financial records, tax enforcement, tax administration and accounting processes of businesses with tax liabilities and delegate agencies with service contracts to determine compliance with the municipal tax ordinance and contract provisions

• Completes performance appraisals for staff, administers disciplinary functions, and approves staff time off requests

• Examines detailed accounting records, tax filings, and computerized ledgers requiring in-depth analysis of fiscal and operational practices to determine compliance with generally accepted accounting principles (GAAP), the Municipal Tax Ordinance, applicable laws, funding agency, and contract specifications

• Completes complex audit assignments and prepares and presents detailed reports of tax findings

• Oversees audit conferences with local and out-of-state business establishments and delegate agencies, ensuring the audit process is understood and findings are communicated

• Reviews audit findings and narrative summaries prepared by staff to ensure appropriateness of analysis regarding tax liabilities and violations discovered

• Attends closing meetings with audited agencies to provide details relative to audit findings, explain the City's assessments, and discuss complaints and the appeal process

• Approves refunds for duplicate or overpayment of taxes

• Interprets the audit process, municipal tax ordinances, and funding source guidelines to representatives of businesses and delegate agencies

• Trains and coordinates training efforts of professional tax auditing staff

• Develops work standards and conducts staff performance evaluations

• Supervises and conducts special audit investigations of large businesses or delegate agencies

• Compiles and prepares productivity reports of audit activities

• Organizes and oversees the coordination of the audit process conducted by private auditing firms

Qualifications

Graduation from an accredited college or university with a Bachelor's degree in Accounting or a directly related field with 15 credit hours in Accounting, plus four (4) years of professional tax auditing experience

Should the above criteria not be fulfilled, the following options are acceptable:

• Graduation from an accredited college or university with a Bachelor's degree or higher in a field of study related to Accounting, including 15 semester hours in Accounting, or the equivalent quarter hours, plus four (4) years of professional tax auditing experience

• Graduation from an accredited college or university with a Master's degree or higher in Accounting, plus three (3) years of professional tax auditing experience

• Graduation from an accredited college or university with a Master's degree or higher in a field of study related to Accounting, including 15 semester hours in Accounting or the equivalent quarter hours, plus one (1) year of professional tax auditing experience

Candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the interview and skills assessment/written exercise will be selected.
