Program Manager

Job Description AECOM is seeking a seasoned Program Manager to support a nationwide capital construction program for a U.S. Federal client. Acting as the Owner’s Representative, the Program Manager provides strategic oversight and leadership across multiple projects, ensuring successful delivery from early planning through construction closeout. The Program Manager leads multidisciplinary teams, partners closely with internal stakeholders and external agencies, and serves as a trusted representative of the client—driving performance, managing risk, and ensuring projects are delivered on time, within budget, and in full compliance with contractual and regulatory requirements. Responsibilities Lead a construction management team to deliver capital construction program for U.S. Federal Government clients. Manage, coordinate, and administer a program or groups of projects from conceptual stages through all phases, with assistance of the project team. Oversee overall performance of the program team and lead reporting to ensure project completion within budget, schedule, and specification conformance. Review contracts, scope documents, and available data to establish schedules and budgets in compliance with project scope and contract obligations. Lead work with internal team members and client departments—including cost/scheduling, procurement, quality assurance, construction, contracts, legal, labor relations, finance, accounting—to manage projects. Apply integrated project team approach with designers, contractors, and governing agencies. Review and comment on design submissions, change orders, and contracts/sub‑contracts, representing client interests to ensure fair and efficient processing. Review comments from governing agencies, coordinating timely resolutions. Proactively monitor critical project milestone dependencies, track actions that may result in risks to milestones. Review key performance indicators, forecast modifications to schedules, cost estimates, and financial reports, reconciling risks to commitments that may exceed schedules and budgets. Coordinate communications, stakeholder contacts, and maintain working relationships. Monitor and control contractual commitments to assure work is performed as specified in contracts. Review builder submittals and RFI documents, provide field surveillance to ensure quality of design. Conduct project coordination and client meetings to review progress and discuss upcoming work. Negotiate and resolve conflicts, disputes, and potential claims on behalf of the client. Qualifications Minimum Requirements BA/BS in Construction Management, Engineering, or Architecture + 12 years of related experience, or demonstrated equivalency, including 2 years of leadership. 12 years of progressive construction project management experience covering all project phases: planning, design, preconstruction, construction, commissioning, and turnover. Experience managing U.S. Federal Government projects within the past 5 years. Relevant experience leading contacts, managing people, budgets, schedules, overseeing subcontractor performance, and working with stakeholders and governing agencies on behalf of a public‑works owner. Preferred Skills/Experience Master’s degree in construction management, engineering, or architecture. Professional certifications (CCM/PMP) and/or license (RA/PE) in Construction Management, Engineering, or Architecture. OSHA 10 Certification. Experience and understanding of all contract documents and field problem‑solving skills, and interpretation of drawings and specifications. Compensation The range for this position is $200,000 to $318,000 per year, based on individual education, qualifications, experience, and work location.
