Definition
Respond to crisis situations 24/7 when needed, having the ability to assess a victim's safety and needs at the time of the incident, and the ability to communicate effectively with law enforcement officers. Provide on-scene crisis intervention, support, inform and referrals for victims of crime in the City of Brighton/Commerce City/Fort Lupton and Lochbuie. This position must work well independently and with teams while providing excellent, respectful customer service and human relations skills which support the City of Brighton's mission and values. Supervision Exercised and Received Receives general supervision from Victim Services Manager; provides functional supervision to Victim Advocate Specialist, Victim Advocate Volunteers, and victim advocate activities.

Backup for the Victim Services Manager (VSM): As the backup for the VSM, you'll step in when needed to ensure continuity in managing victim services.
Schedule Management: Assist the Victim Services Manager in efficiently managing schedules for the team. This includes coordinating shifts, meetings, and other essential activities.
Functional Supervision: Provide functional supervision to assigned staff. Monitor and evaluate the work progress of Victim Advocate Specialists, identifying areas for employee development and training. Offer guidance on casework and address any issues or concerns that arise.
Policy Development and Implementation: Collaborate with the Victim Services Manager to develop and implement policies and procedures aligned with the unit's goals and objectives. Consult with other supervisors and managers within the police department to establish priorities and coordinate programs.
Full Range of Victim Advocate Specialist Duties: Perform all duties expected of a Victim Advocate Specialist. This includes providing support to victims, offering resources, and ensuring their needs are met.
Meeting Participation: Attend and conduct various meetings, including unit staff meetings and employee briefings. Active participation in these sessions is crucial for effective communication and coordination.
Volunteer Recruitment and Coordination: May take responsibility for recruiting, hiring, training, and coordinating Victim Advocate Volunteers.

1. Performs tasks related to victim advocacy within the scope of Federal, State, and Municipal laws and procedures, including:
Ensuring that victims are aware of their rights under the Colorado Victim's Constitutional Amendment
Ensure victims are aware and assist with applying for Crime Victim Compensation.
Responding to dispatched calls for service to provide on-scene and follow-up contact with victims of crimes and personal tragedy
Completing necessary required documentation including services offered and actions taken
Assessing needs and providing on scene services and brief follow-up for most victims and extended follow up for victims of violent crimes
Providing crisis intervention and emotional support
Prevent if at all possible the re-victimization of the victim by the criminal justices system by helping the victim predict and prepare for the full range of possibilities and by advocating for the victim's rights when indicated. 2. Provides on-scene assistance to victims of crime and personal tragedy as needed, including:
Reviewing offense reports and identifying citizens that must receive or that would benefit from available services
Assisting victims with obtaining information on status of their cases and return of property being held as evidence and the criminal justice processes and procedures.
Advocating for victims within the criminal justice system and with employers, property owners, families, etc.
Assists victims or their families with victim compensation and financial assistance applications, appeals, restitution process or civil remedies
Provide victims access appropriate community referrals through most current resources.
Respond from time to call to location of incident within 30 minutes.
Use a two-way radio.
3. Communicates successfully and develops and maintains effective relationships, including:
Developing and maintaining appropriate helping relationship with citizens
Maintaining a professional rapport with the district attorney's office and their victim assistance program, municipal court staff, and other law enforcement agencies
Functioning effectively within the prescribed chain of command
Preparing effective written communications such as reports, memos, etc
Modeling effective oral communication skills with the public, and with other members of the department
Demonstrating effective communication via the police radio and other portable devices
Dealing with other department members, as well as the Cities and public in a positive collaborative manner
Demonstrating empathy and maintaining non-judgmental approach 4. Stay up-to-date on industry techniques, trends, and practices within the Victim Advocacy industry, including:
Maintaining knowledge of trauma impact to crisis responders and how to mitigate that impact
Maintaining knowledge of victims' rights and applicable changes to the Municipal Code, State, and Federal laws
Maintain knowledge of the policies, procedures and goals of the City of Brighton, Commerce City, Fort Lupton and Lochbuie and the department
Crisis intervention techniques and case management
Attendance at committees to represent victim issues 5. Maintains victims advocate data, services and resources
Maintains statistical data for grant reporting; prepares reports documenting case management
Researches and compiles lists of community resources and referrals available to victims.

Bachelor's degree emphasis of study in Social Sciences, Criminal Justice, Sociology, or related field
Experience supervising or leading a team Preferred:
Two years victim services experience with a volunteer or law enforcement agency or counseling, human services, or community outreach experience with victims of crimes.
National Advocate Credentialing Program (NACP) Advanced Certification
Adult Mental Health First Aid USA Certification
Working Conditions
This position requires shift work on rotating basis with on call, nights, weekends and holidays as assigned.
Must be able to respond from time of call to location of incident within 30 minutes. Works extra hours as needed.
Work is constantly performed indoors.
Must demonstrate the ability to meet the physical demands of the job, including the ability to retrieve information from various locations in the office when needed.
Work involves periods of high activity and high stress under demanding conditions with occasional exposure to crime scenes.
Special Requirements
Valid driver's license with good driving record
Bilingual in English/Spanish strongly preferred.
Must be legally entitled to work in the United States and provide required documentation.
