This position is located in the Child Protection Team in the Policy and Best Practices Service (PBPS) of the Policy, Evaluation and Training Division (DPET) in the Department of Peace Operations (DPO). The Child Protection Officer reports to the Team Leader of the Child Protection Team. The Policy, Evaluation and Training Division is mandated to develop and disseminate the policy and doctrine guiding the work of Peacekeeping Operations. In addition, the division has the responsibility to evaluate, at the request of the heads of the departments, how those policies are being applied, gather lessons learned and best practices, and use that information to guide the development, coordination and delivery of standardized training, so as to complete the learning cycle. DPET is also responsible for developing and maintaining strategic cooperation with various UN and external partners. Responsibilities Within delegated authority, the Child Protection Officer will be responsible for the following duties: (These duties are generic and may not be carried out by all Child Protection Officers.) • Gathers, selects and analyses information on child protection contained in communications and publications received from different sources, including the press. • Maintains up-to-date knowledge of events relating to political issues, in general, and in particular as they affect the implementation of DPO's child protection mandate and the children and armed conflict agenda of the UN Security Council. • Keeps abreast of latest trends and developments in the area of assignment and provides inputs on issues to senior officials and colleagues in missions and elsewhere in the Secretariat. • Monitors national and regional level political developments and provides advice to field missions on their impact on the implementation of the child protection mandate in peacekeeping. • Provides technical and substantive back up in the implementation of DPO's child protection mandate. • Supports the development, review and roll-out of DPO policies, guidelines and training materials on child protection, including through the organization of workshops and seminars. • Maintains contacts with other sectors of the UN, other international organizations and governments on child protection coordination and policy matters. • Monitors actions taken by intergovernmental groups, UN organisations, government and non-governmental organizations. • Participates in fact-finding and other missions to countries within assigned area of responsibility. • Maintains productive working relations, and liaises on a regular basis, with other sectors of the UN (e.g. OMA, PD, DPPA, OSRSG-CAAC, UNICEF), international and regional organizations and Member States on child protection coordination, training and policy matters. - Prepares various written outputs, e.g. draft background papers, analysis, documenting lessons learned and best practices, sections of reports and studies, inputs to publications, info graphics, etc. • Performs other related duties as required. Education An advanced university degree (Master's or Doctorate degree, or equivalent) in political science, international relations, human rights, humanitarian law, law or related fields is required. A first-level degree (Bachelor's degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree. Job - Specific Qualification Not available. Work Experience A minimum of five years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution or related area is required. At least three years of experience working on the protection of children in situations of armed conflict and the Security Council Monitoring and Reporting Mechanism (MRM) is required. At least two years of field experience with UN peacekeeping operations, UN agencies or international organizations is required. At least two years of experience in liaising and/or advocating with Member States and/or experience in policy, guidance and/or training development is required. Languages English and French are the working languages of the United Nations Secretariat. For this job opening, English is required. French is required.
