Property Appraiser
The Twin Falls County Assessor's Office is seeking a Property Appraiser to assist in the valuation of real property for ad valorem tax purposes. This position performs field inspections, analyzes property characteristics and market data, and maintains property records in the County's Computer Assisted Mass Appraisal (CAMA) system. The position requires regular interaction with property owners and the ability to explain assessment practices in a professional and respectful manner. Work is performed both in the field and in an office environment and requires using county provided transportation to travel throughout Twin Falls County.
Duties / Responsibilities
Essential Duties And Responsibilities
- Conduct field inspections of residential, agricultural, and commercial properties to collect property data for valuation purposes.
- Measure and record building characteristics, construction quality, condition, and property improvements.
- Maintain property inventory records within the County's CAMA system.
- Research building permits, property sales, and other market information relevant to property valuation.
- Utilize GIS mapping systems, aerial imagery, and field tablets to locate properties and verify parcel characteristics.
- Analyze market data and comparable sales to support property valuations.
- Communicate with property owners to explain property values, assessment procedures, and appeal rights.
- Prepare documentation supporting property values and assist with appeals before the Board of Equalization or Board of Tax Appeals.
- Monitor assigned areas for new construction, land development, and property changes.
- Coordinate with other County departments to ensure accurate property records.
- Maintain confidentiality of taxpayer information.
- Perform related duties as assigned by the Assessor, Chief Deputy Assessor, or Appraisal Supervisor.

Qualifications
Classification Requirements:
The requirements listed below are representative of the minimum knowledge, skill, and/or ability required for an individual to satisfactorily perform each essential duty and be successful in the position.
Education and Experience:
- High school diploma or equivalent required.
- Experience in appraisal, real estate, construction, property assessment, or a related field preferred
Certification:
- New appraisers will receive on the job training and must complete Idaho State Tax Commission Ad Valorem Appraiser certification courses within required time frames.
- Certification typically includes completion of IAAO Course 101 and Course 102 and continuing education requirements.
Knowledge, Skills, and Abilities:
- Ability to analyze property characteristics and market information.
- Ability to communicate clearly with property owners and the public.
- Working knowledge of basic appraisal principles and real estate practices is helpful.
- Ability to operate computer systems including CAMA software, GIS mapping systems, and standard office applications.
- Ability to work independently in the field and manage assigned workload.
- Strong attention to detail and recordkeeping skills.
- Professional judgment and discretion when dealing with taxpayers.
Additional Requirements:
- Valid driver's license and acceptable driving record.
- Ability to attend training and continuing education courses required to maintain certification.
- Ability to interact professionally with coworkers, elected officials, and the public.
