This position serves as the District Local Public Agency (LPA) Coordinator, responsible for managing the District LPA Team and ensuring the timely and compliant delivery of District 8's LPA program of capital projects. The role ensures LPA team members are trained and equipped to administer projects, local agencies follow ODOT project delivery requirements, and serves as a point of contact for ODOT and external funding program managers. The role requires programming and managing projects in ODOT's ELLIS system and representing ODOT at meetings with both internal and external customers, and also following directives from the Office of Local Programs in ODOT Central Office Official Position Description In Capital Programs Administration, acts as staff specialist (i.e., Local Public Agency (LPA) Manager). Develops engineering policies & plans projects concerned with unique or controversial problems which have significant impact on major organizational programs. Provides technical advice & guidance to LPAs on contracts involving projects (e.g., pavement, bridge, enhancements, sidewalks, infrastructure maintenance) receiving state & federal funds (e.g., coordinates obtaining contracts for engineering services from outside sources, ensures all contractual policies & procedures are followed, reviews & recommends invoices for payment & contract agreements & modifications for approval). Coordinates LPA activities with other sections within the District Office, Central Office, Federal Highway Administration (FHWA), Office of Jobs & Commerce, Rail Commission, local officials, consultants & Metropolitan Planning Organizations (MPOs). Advises offices, consulting firms, local public agencies & other with projects/problems in assigned area of expertise where established policy does not apply. Coordinates, reviews, &/or recommends funding applications for Local Programs. Assists in the development of funding plans to match federal & local funds. Coordinates local participation in Transportation Improvement Plan. Utilizes computer to assure accurate & timely updating of management information systems (e.g., ELLIS, Enterprises Information Management System, (EIMS)) as they relate to the delivery of the program & assures their business rules, policies, & procedures are implemented used & maintained as standard business practice in their designated work environments. Supervises/leads transportation engineers, technicians, & support personnel by assigning tasks, monitoring work progress, & evaluating the work completed on highway plans. Performs other supervisory responsibilities (e.g., completes performance evaluations, coach staff, & approves leaves) for subordinate staff. Keeps abreast of new scientific methods & developments affecting department & recommends changes in emphasis of programs. Represents administrator in administration of multiple complex projects, programs, directives & develops &/or revises policies & directives based on field observation & testing (e.g., construction plans for paving, drainage, culverts, bridges, sidewalks); assesses feasibility & soundness of proposed engineering designs when necessary data is insufficient or evaluate changes, implements test studies & recommends adoption of new procedures, policies & equipment purchases. Signs plans & other engineering documents as registered professional engineer. Independently generates & signs name to external & internal correspondence & meets with, advises, & counsels engineers, consultants, contractors, & officials from other political subdivisions on departmental policy. Meets with District personnel, Central Office, governmental agencies, consultants & the public on matters related to Local Programs & projects. Serves on various internal & external committees. Assist in research projects with other departments. Testifies in civil court proceedings as employee of Department. Represents department at conferences to resolve questions. Travels throughout district to conduct field reviews of project implementation &/or reviews site of proposed project to ensure project adaptability. Attends meetings & training seminars; performs other work-related duties as assigned by supervisor. Licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors; 2 yrs. exp. as group or project leader or supervisor providing work direction & training to employees engaged in engineering projects or 2 yrs. exp. in managing engineering research projects (i.e., managing research projects applies only to staff specialist positions); if assigned to operate a state vehicle to travel to & inspect project sites, must possess valid drivers license. Or licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors; 12 mos. exp. as Transportation Engineer 3, 85643; if assigned to operate a state vehicle to travel to & inspect project sites, must possess valid drivers license.
