Emergency Services Coordinator

Job Description and Duties

CalRecycle is currently seeking a dynamic, energetic, customer focused Emergency Services Coordinator to help advance the state's global leadership in environmental protection by supporting the department's Disaster Debris Recovery Operations (DDRO) in providing post disaster debris removal technical and physical services to communities in need. Those knowledgeable in state and federal disaster assistance programs who enjoy coordinating with all levels of government are encouraged to apply! The successful candidate will report directly to the Program Manager I and will provide oversight and direction to contracted consultant and contractor crews in the field. Knowledge and understanding of disaster debris management and removal, operational planning, as well as disaster recovery program laws, regulations, policies, projects including the Emergency Services Act (ESA), Incident Command System (ICS), the Standardized Emergency Management System (SEMS) is essential. As of July 1st, 2026, the position is office-centered, and employees will be expected to report to the office at least four days per week.

This position may be eligible for hybrid telework under Government Code 14200, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and/or future program needs. Employees not residing in California are not eligible for telework. In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

1-2 years of experience working in emergency management or analysis and presentation of emergency programs Experience interpreting and applying federal, state, and local laws and regulations relating to grant management, contract managements, and/or debris management Knowledge of emergency management mission, goals, objectives, and organization Experience in the collection and use of program data to analyze qualitatively and quantitatively Experience with high pressure project management and short timelines Interagency, external stakeholder, or emergency response coordination experience Ability to plan and coordinate activities and provide assistance, advice and consultation to departmental staff and external entities Experience validating costs, identifying and resolving contactor disputes, and developing quality control measures Benefits
