DEFINITION Under general supervision, assumes responsibility for implementing, supervising, and directing various aquatic programs; ensures the proper operations of the City's swimming pool; ensures the safety of patrons and recreation activity participants; plans, schedules, and assigns the work of Lifeguards and Water Safety Instructors; and performs related work as required. SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from the Recreation Programs Supervisor. Exercises direct and general supervision over assigned staff. CLASS CHARACTERISTICS
This classification performs a variety of duties in recreation program implementation involving leadership of participants in varied structured recreation and community services activities and assumes full responsibility for the safe and efficient operation of the facility to which it is assigned. Responsibilities include coordinating, organizing, and supervising the work of assigned staff. Incumbents also perform the full range of Lifeguard and Water Safety Instructor duties required to ensure that City recreational facilities are maintained in a safe and effective working condition and provide the highest level of safety and service for public use. This class is distinguished from Recreation Programs Supervisor in that the latter has lead, program coordination, administrative, and day-to-day operational responsibilities for a broader range of recreation and community services programs. Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: Equivalent to the completion of the twelfth (12th) grade and two (2) years of seasonal aquatics experience, including one (1) year as a lifeguard and/or swim instructor.
Licenses and Certifications:
PHYSICAL DEMANDS
Must possess the ability to perform work that may involve lifting children and adults in and out of the pool up to 150 pounds or more with assistance; pulling a cover over the pool surface with assistance; and lifting, straightening, and moving pool deck furniture and equipment. Must possess the mobility to stand, stoop, reach, bend, climb, and swim while in swimwear. Must be in physical condition sufficient to stay in water for prolonged periods of time, work in extreme heat and/or cold, and be outdoors. Vision, which may be corrected, and hearing, which must be in a normal range as measured by a standard audiogram, should be good enough to see and hear adults and children in life and/or health safety endangering situations. Must also possess the mobility to work in an office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office and duplicating equipment and cash registers. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information.
ENVIRONMENTAL ELEMENTS
Employees work outdoors and are exposed to variable weather conditions. May be exposed to chlorine, acids, and other chemicals at aquatics facilities, as well as blood and body fluids rendering first aid and cardiopulmonary resuscitation. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
DISASTER SERVICE WORKERS All City of Seaside employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned and to return to work as ordered in the event of an emergency.

- Acts as site manager at the City's pool including scheduling, assigning, and supervising the work of assigned staff.
- Evaluates the performance of assigned staff; recommends or administers staff promotions as well as disciplinary procedures as necessary.
- Monitors site operations and activities at the pool to ensure safe and efficient operations.
- Performs all duties of a lifeguard on assigned shifts during pool hours and at all events held at the pool.
- Develops and instructs a variety of aquatics classes and lessons.
- Identifies need for and facilitates staff training.
- Listens and responds to patrons' needs for assistance or information and provides the public with general information, in person and over the telephone.
- Supervises the collection and accounting of pool admission fees and maintains financial record-keeping and reporting procedures.
- Implements and enforces City policies, rules, and procedures.
- Ensures the safety of facilities and equipment for public use; tests the temperature, chlorine, and PH values of the pool water; performs routine pool area maintenance as required; and ensures the cleanliness of assigned facilities, such as the pool, restroom and shower areas, and office space; ensures that all safety equipment is in proper working order.
- Monitors facility use; opens, closes, and secures building for events and supervises the preparation of the facility and amenities for patron use; checks all equipment for safety, damage, or usability; completes proper documentation regarding any safety issues concerning facilities and equipment.
- Attends training sessions for and performs Cardiopulmonary Resuscitation (CPR), rescues, and minor first aid on infants, children, and adults in cases of emergency; maintains records of accident, rescue, and incident reports.
- Assumes billing responsibility for facility rentals by outside organizations.
- Assists in the encouragement of participation and good sportsmanship and issues and collects recreation equipment and supplies.
- Performs a variety of clerical or technical tasks in support of City recreation and community services programs and maintains a variety of accurate logs, records, and files.
- Performs other duties as assigned.
