Quality Control Manager - Federal Construction

Job Summary The Quality Control Manager (QCM) is responsible for the overall planning, implementation, and management of Construction Quality Control (CQC) activities on assigned projects. The QCM ensures all work complies with contract requirements, project specifications, applicable codes, and industry standards. This role leads the development and execution of quality assurance and quality control procedures, oversees inspections and testing, manages quality documentation, and directs corrective actions for nonconforming work. The QCM coordinates closely with project management, subcontractors, inspectors, and clients to proactively identify and resolve quality issues, ensure deficiencies are corrected in a timely manner, and maintain high standards of workmanship. The QCM will assume the essential functions of an Assistant QCM as appropriate. Essential Functions Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. Lead, manage, and develop Assistant QCMs. Provide training and ensure compliance and adherence of QC tasks and applicable software based on Standard Operating Procedures (SOPs). Set quality control expectations and monitor, as needed. Provide constructive coaching and feedback related to performance and development opportunities. Partner with the project team to lead project start-up. Assist SSHO with obtaining dig permits and hot-work permits. Establish a project submittal register. Review the contract documents for constructability. Participate in preconstruction meetings with subcontractors to set project expectations. Participate in post-award meetings with USACE. Collect Division 1 submittals, accident prevent plans (APPs), QC plans, SWPP, etc. Set-up third-party inspectors. Conduct testing and field inspections. Submit testing and inspections in RMS and construction management software. Coordinate inspections with USACE, providing maps and invitations accordingly. Coordinate inspection and testing requirements for each definable feature of work (DFOW) with subcontractors. Coordinate with third-party inspectors. Conduct daily inspections and photo documentation to ensure quality of work. Generate deficiencies and observations in construction management software; follow up to ensure completion. Hold subcontractors accountable to address deficient work; review final work product for acceptability. Submit project documentation for USACE approval in RMS. Request and review submittals from subcontractors. Track delivery of materials received; verify and document that all materials received for the project are in conformance with the approved submittals, are handled and stored appropriately, and are acceptable for use on the project. Ensure all preconstruction submittals are complete prior to starting work. Review all RFIs for validity prior to processing. Populate data for daily project reports in RMS (weather delays, inspections, project progress, manpower, deficiencies). Implement the three phases of quality control inspections. Lead the preparatory meetings with subcontractors to discuss contract requirements. Ensure subcontractors are adhering to the most current sets of drawings and specifications. Hold initial inspections in the field to review preliminary work. Coordinate with USACE for resolution of any unforeseen conditions, modifications, or general government direction. Hold follow up inspections in the field to review work, as needed. Lead QC meetings with Bryan Construction and subcontractors, as needed, to ensure proper quality in the field. Attend subcontractor progress meetings and OAC meetings. Partner with the project team to lead project closeout. Request and review O&M submitted by subcontractors and coordinate owner training, as needed. Develop a spare parts list. Collect warranty documentation from all subcontractors. Coordinate testing and balancing (TAB) and commissioning for the project. Coordinate pre-final and final inspections; create punchlist items, track and closeout. Ensure all subcontractors keep up with red-lined changes and coordinate final as-built drawings. Compile data for the 1354 form. Populate data for transfer of property. Support safety process. Stop work if necessary to resolve matters that affect safety, quality, and/or inhibit the logical progress of work. Supervisory Responsibility Assistant QCMs Work Environment This job operates in a construction work site environment with others. This role routinely uses standard office equipment and personal protection equipment. Physical Demands The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to sit and use manual dexterity. The employee is frequently required to stand, walk, lift or carry up to 20 lbs., speak, hear, use eye/hand coordination, and reach with arms and hands. The employee must frequently be able to work in a construction job site environment, including but not limited to working outside, working alone, excessive dampness, excessive heat/cold, fumes/smoke/gases/chemicals/solvents, walking on uneven surfaces, noise/vibrations, and working around moving equipment/machinery. The employee is frequently required to climb stairs and ladders, balance, stoop or crouch. The employee is occasionally required to lift or carry up to 50 lbs. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and ability to adjust focus. Expected Hours of Work/Travel Ability to travel or accept full-time assignments to any location where Bryan Construction conducts business. Ability to maintain a presence at the jobsite at all times during progress of work. Work may require occasional weekend and evening work. Required Education and Experience Bachelor's degree in Construction Management, Engineering, or related field 2+ years construction and/or field leadership experience USACE QCM training certification OSHA 10 certification Experience using Microsoft Office Suite, to include Excel, Word, Outlook, and Teams Experience using RMS Ability to access federal installations / military bases Leadership, coaching and/or mentoring experience Preferred Education and Experience 5+ years construction and/or field leadership experience Commercial AQCM/CQC System Manager experience EM385-1-1 safety completion Experience working as a QCM on federal projects Experience leading direct reports OSHA 30 certification Experience using construction management software Experience using Bluebeam Experience leading project startup Experience leading and facilitating meetings Experience closing out the steps required on federal projects **Drug Screening and Background Investigation Required** Salary Range: $95,000-$140,000 Benefits Bryan Construction is pleased to offer a comprehensive array of valuable benefits to protect your health, your family, and your way of life.
