Job Description and Duties

This position is located at the Sacramento DMV Headquarters.

The California Department of Motor Vehicles (DMV) is seeking a skilled and motivated Technical Architect at the Information Technology Specialist (ITS) III level to join our Information Systems Division (ISD). This position will play a crucial role in influencing and delivering innovative technologies to enhance the digital experience for our citizens.

At an enterprise-level architect, the DL/ID Technical Architect will lead the development of software solutions for the DMV's Digital Experience Platform (DXP) DL/ID phase.  The ITS III will oversee the definition, development, design, documentation, and integration of products in the section. This position involves assessing business needs, setting documentation standards for system requirements, and facilitating communication between business users and technical developers. The role also includes leading technical analytics initiatives and decision-making processes focused on improvements in business, technology, and processes.

Additionally, the ITS III will contribute to the configuration, analysis, testing, implementation, and administration of key DXP initiatives.

The ITS III performs duties related to IT Project Management and Software Engineering, including but not limited to Enterprise Architecture, Software Architecture, Software development, Software Integration and Product Management.

Working Conditions

Part-time telework available. Telework requires California residency. This position offers hybrid telework opportunities; however, telework arrangements are subject to change at any time based on State & departmental operational needs. Employees may be required to report to the office as necessary.

This position may be required to occasionally report to the designated office location in DMV headquarters at 2415 First Avenue, Sacramento, California, 95818. Travel expenses related to reporting to designated office is employee's own responsibility and is not eligible for reimbursement.    

DMV operates 24/7. The incumbent may be required to carry a work cell phone and laptop. There may also be times when the incumbent is required to attend an out-of-town conference, or work evenings and weekends to maintain project schedules.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• A bachelor’s degree in information technology, computer science, engineering, or a closely related field.
• Deep experience designing and implementing solutions on the Salesforce platform, including Apex, Lightning, data modeling, and integration patterns.
• Hands - on MuleSoft integration development experience, including API - led architecture, Anypoint Studio, and complex legacy - to - cloud transformation scenarios.
• Ability to translate business strategy into actionable technical direction and produce capability maps, value streams, customer journeys, or similar alignment artifacts.
• Strong knowledge of enterprise architecture frameworks and methodologies with practical experience applying them to large modernization efforts.
• Familiarity with business process modeling tools and the ability to document end - to - end system interactions with clarity and precision.
• Strong analytical, creative, problem - solving, and critical - thinking abilities applicable to complex multi - system modernization programs.
• Ability to thrive in a fast - paced environment and manage competing priorities while maintaining architectural governance and execution quality.
• Experience with project management methodologies and organizational change management principles to support multi - phase modernization delivery.
• Excellent verbal and written communication skills, with the ability to clearly convey technical concepts and architectural decisions to diverse stakeholder groups.
• Ability to operate effectively as both a strategic business partner and a technical expert, applying balanced judgment across domains.
• Experience evaluating architectural tradeoffs involving performance, scalability, reliability, security, and supportability in enterprise systems.
• Experience leading or guiding modernization efforts that migrate legacy online or batch functionality, data, and integrations to cloud - hosted platforms.
• Experience architecting or overseeing solutions involving high - volume transactional processing or large datasets.
• Experience establishing or contributing to architecture governance practices, decision frameworks, or technical review processes.
