Chief Financial Officer (CFO)


The North Dakota Department of Corrections and Rehabilitation (DOCR) is seeking a Chief Financial Officer (CFO) to join its leadership team.


The CFO will provide strategic financial leadership for a statewide agency managing a biennial budget of approximately $615 million and support more than 1,000 employees across correctional facilities, rehabilitation services, community supervision, and reentry programs throughout North Dakota. As a member of the executive leadership team, the Chief Financial Officer serves as a trusted advisor to agency leadership, helping guide financial strategy, support informed decision-making, and ensure resources are aligned with the agency's mission and priorities.

This position is based in Bismarck, North Dakota, with hybrid flexibility available (approximately 2-3 onsite days per week based on operational needs).


This position has significant visibility with executive leadership and plays a central role in agency strategy, legislative planning, resource allocation, and organizational decision-making.


Strategic Leadership

• Serve as a member of the executive leadership team, providing financial guidance on agency priorities, investments, and operational decisions.

Financial Stewardship

• Lead budgeting, forecasting, financial planning, accounting, procurement, grants management, compliance, and reporting functions.

Legislative & Stakeholder Engagement

• Represent the agency during legislative appropriations, budget development, and fiscal discussions with state leaders and external partners.

Operational Excellence

• Strengthen internal controls, modernize business processes, and identify opportunities for improved efficiency and effectiveness.

Team Leadership

• Lead and develop a high-performing Business Office team while fostering collaboration across the agency.

Minimum Qualifications

• Bachelor's degree in Accounting, Finance, Business Administration, Public Administration, or a closely related field
• Six years of progressively responsible experience in accounting, budgeting, financial management, governmental finance, or business operations
• Three years of supervisory or management experience overseeing accounting, budgeting, procurement, financial operations, or fiscal management
• Demonstrated experience with financial reporting, budget development, fiscal analysis, and accounting principles

A master's degree in a related field may substitute for up to two years of the required experience.


Preferred Qualifications

• CPA designation
• Bachelor's degree in accounting
