Description The Recreation Supervisor is a professional-level supervisory position responsible for the leadership and oversight of the City’s Recreation Division, including its employees, volunteers, programs, services, facilities, and operations. The position provides leadership for a year-round, comprehensive, and inclusive recreation program serving community members of all ages and ensures programs and services are responsive to the recreational needs and interests of the Oak Harbor community. The Recreation Supervisor is responsible for the effective administration of Division operations, including personnel management, fiscal and budget oversight, facility and capital project management, community and intergovernmental partnerships, regulatory compliance, marketing and outreach, Department Communications and public-facing services. The position provides operational leadership to ensure Recreation Division resources, programs, and services are effectively managed and aligned with City and Department goals. Essential Job Functions Essential Functions: Work activities involve multiple skills and may include, but are not limited to, any or all the following depending on area of assignment, operational necessity, emergency services, special projects, and seasonal factors: Provide leadership and direction for the Recreation Division, including its programs, services, facilities, operations, employees, and volunteers, under the administrative direction of the Parks and Recreation Director. Supervise Recreation Division personnel, including recruitment, selection, training, work assignment, performance evaluation, coaching, recognition, and performance management. Coordinate with the Parks and Recreation Director and Human Resources regarding employee development, corrective action, discipline, or termination as appropriate. Provide overall leadership and oversight of Recreation Division programming and services for participants of all ages. Establish priorities, evaluate program effectiveness and community needs, and ensure assigned staff effectively plan and administer programs consistent with Department goals. Develop and administer the Recreation Division budget, monitor revenues and expenditures, evaluate financial performance, and ensure responsible use of Division resources. Oversee purchasing, inventory controls, cash handling, revenue procedures, sponsorships, scholarships, fundraising activities, and other applicable financial processes. Oversee Recreation Division facilities and facility use, including The Center, modular rentals, after-hours operations, facility scheduling, equipment condition, maintenance needs, and coordination with the Facilities Division, contractors, and other City personnel. Oversee Recreation Division administrative and operational systems, including registration and participant records, scheduling, staffing, confidential information, operational procedures, safety requirements, performance data, and compliance with applicable City policies and procedures. Serve as the City's special-event contact and oversee recreation-related permitting and rentals, including special events, park and facility rentals, and athletic field use. Coordinate with City departments, outside organizations, sports leagues, and assigned Recreation Division staff to ensure applicable requirements, permits, agreements, and City policies are satisfied. Direct Recreation Division marketing, communications, outreach, and community engagement, including promotional activities, Department social media, community partnerships, and relationships with schools, service organizations, program providers, media, participants, and the general public. Oversee services and partnerships supporting The Center and the 50+ community, including membership activities, coordination with the Oak Harbor Senior Center Foundation, Senior Services of Island County (DBA Island Senior Resources), Island County Public Health, and other health care, social service, education, and senior-support organizations. Manage specialized Recreation Division functions and regulatory responsibilities, including the Passport Acceptance Office, The Center's commercial and commissary kitchen operations, and other assigned programs requiring certification, inspection, recordkeeping, or regulatory compliance. Oversee the Recreation Division volunteer program in coordination with the Parks and Recreation Director and Human Resources and develop volunteer and community-service opportunities that support Department programs and services. Ensure compliance with applicable City ordinances, policies, procedures, and local, State, and Federal requirements and establish appropriate Recreation Division operating procedures, service standards, internal controls, and safety practices. Prepare, review, and present reports and administrative information regarding Recreation Division operations, finances, staffing, programs, projects, and performance and keep the Parks and Recreation Director informed of significant issues and Division needs. Coordinate and organize appearances by the Department mascot, Ollie the Otter, and perform other specialized Recreation Division responsibilities as assigned. Participate in committees, interdepartmental initiatives, community partnerships, and special projects and maintain effective working relationships with City departments, community organizations, partner agencies, employees, volunteers, participants, and the public. Associated Functions Attend various workshops, continuing education, meetings, community, and social service conferences/seminars to keep current on new trends and best practices in recreation management. Perform other duties and responsibilities as assigned. Qualifications & Requirements Performance Requirements (Knowledge, Skills and Abilities) Knowledge of the principles, practices, and current trends of community recreation and recreation administration, including programming for youth, adults, and older adults; special events; arts and enrichment programming; and relevant community resources and services. Knowledge of effective management and supervisory practices, including employee and volunteer leadership, performance management, organizational development, and the ability to develop and implement effective programs, services, and operational practices. Knowledge of public administration and municipal operations, including budgeting, accounting and financial reporting, fundraising, grant preparation, marketing, outreach, and program administration. Ability to effectively lead, supervise, develop, and motivate employees and volunteers to support high-quality performance, accountability, teamwork, customer service, and a positive work environment. Ability to communicate effectively, both orally and in writing, including preparing reports and correspondence and presenting information to individuals and groups. Ability to establish and maintain effective working relationships with employees, volunteers, program participants, City officials and departments, community partners, service organizations, the media, committees, agencies, funding partners, and the general public. Ability to work effectively with diverse populations, including children, older adults, people with disabilities, and other vulnerable populations, and to exercise appropriate judgment and professionalism when working with individuals experiencing sensitive or challenging circumstances. Ability to manage multiple programs, projects, priorities, and deadlines, adapt to changing operational and program needs, and effectively allocate time and resources. Ability to develop, administer, and monitor budgets, analyze revenues and expenditures, and make sound financial and operational decisions consistent with Department goals. Ability to use standard office technology and software and learn specialized recreation, registration, and other job-related systems and equipment. Ability to exercise initiative, independent judgment, discretion, and appropriate confidentiality in sensitive personnel, participant, operational, and administrative matters. Minimum Qualifications An equivalent combination of education, training and experience that provides the required knowledge, skills, and abilities to perform the essential job functions may be considered. Bachelor’s degree in recreation, sports, business, fitness, or related field. Five (5) years of experience managing programs and activities of a similar agency, including budget management, and supervision of staff and volunteers. One (1) year administrative and organizational experience with cash handling and receipt management. Must obtain and maintain CPR/AED and First Aid Certification, Food Handler’s Permit, and complete a certified food protection manager course within three (3) months of hire. Complete initial qualification and maintain annual certification as a Passport Acceptance Agent within three (3) months of hire. Must obtain and maintain a Certified Park and Recreation Professional (CPRP) or Certified Park and Recreation Executive (CPRE) Certification within twelve (12) months of hire. Valid driver’s license and ability to provide a driver’s abstract showing a good driving record. Complete a comprehensive background screening to include credit check to be bonded for cash handling, and Washington child and vulnerable adult abuse background check, prior to hire. Requires ability to sit, walk or stand for extended periods of time, normal visual and hearing acuity, and ability to move furniture and equipment with assistance. This position includes evening and weekend work with the expectation that hours will be flexed with approval of the Recreation Supervisor to successfully oversee programming outside of normal work hours. The City of Oak Harbor offers a generous benefit package to our employees that include: Vacation and Sick Leave Accrual Sick leave accrual is 8 hours per month. Full-time employees receive vacation accrual on the following schedule. 0 to 5 years - 8 hours/month 6 to 10 years - 10 hours/month 11 to 15 years - 13.33 hours/month 16 to 20 years - 15 hours/month 21 plus years - 16.66 hours/ month The vacation accrual rate for a part-time employee shall be pro-rated as a percentage of the full-time rate. Holiday Pay The City provides eleven (11) paid holidays per year plus two (2) floating holiday of your choice (total of thirteen (13) days). Medical Insurance A choice from three options is provided through the Association of Washington Cities (AWC). Kaiser $200 Deductible Health Plan, Regence High Deductible Health Plan (with a City funded HSA) Regence HealthFirst 250 Health Plan. The City pays 100% of the premium for a full time, regular employee (32 hours or more) and 90% of the premium for spouse and dependent children. Part time employees who work 20 hours or more per week are eligible for full benefits but must pay for spouse and dependents coverage. Vision Insurance Vision Service Plan - The City provides a paid family vision plan which covers a yearly exam per person and a portion of vision hardware (frames, lenses and contacts) depending upon the use of accepted network providers. Dental Insurance Washington Dental Service/DELTA is preventive, incentive-based dental coverage provided through Association of Washington Cities, and pays as follows: 70-100% preventive, 70-100% basic, and 50% major dental to a maximum of $2000/person/year. Included is an orthodontic rider for children of 50% orthodontic expenses to a maximum of $1000 per child/lifetime. The City pays 100% of the premium for a fulltime, regular employee and 90% of the premium for spouse and dependent children. Part time employees who work 20 hours or more per week are eligible for full benefits but must pay for spouse and dependents coverage. Washington State Retirement Programs Required pension plan for all City employees. PERS (Public Employee Retirement System) plans 2 or 3 is for all general City employees. LEOFF (Law Enforcement Officers and Firefighters) plan 2 is for safety service employees. PSERS plan 2 is for Public Safety Service Officers (Corrections Officers). Employee contribution rates (% of gross income) vary for the plans. The City makes a contribution as well. Basic Life Insurance & Long Term Disability The City pays for a $50,000 basic group life insurance policy as well as a long term disability policy for employee only through Standard Insurance Company. Wellness Program The City of Oak Harbor is committed to promoting employee health and wellness, and offers a Wellness Program with fun and varied activities where regular employees can earn points to qualify for a wellness day off. Employee Assistance Program Free, professional and confidential counseling is available through our Employee Assistance Program (EAP) via ComPsych. EAP is available to the employee and their immediate family, including their dependent children and anyone living in their household. Guidance counselors are available 24 hours a day, 7 days a week to arrange an appointment with a qualified counselor in your area. Visit the EAP page for more information.
