Director, Infrastructure, Network and Telecommunication Services

Job Title: Temporary Director, Infrastructure, Network and Telecommunication Services.

This is a  Remote position. The primary workplace is the incumbent's home or another approved location within the state of  Texas .

Job Summary

The  Temporary Director, Infrastructure, Network and Telecommunication Services reports directly to the  VP, IT INFRA Operations & CISO and is responsible for the strategic and operational management of CapMetro's technology infrastructure.

This position oversees the installation, testing, administration, training, maintenance, security, and optimization of enterprise technology infrastructure, including data networks, server and storage systems, desktop/client systems, and voice networks, systems, and devices.

The Director provides leadership for infrastructure operations, ensures system availability and resilience, manages technology projects and vendors, and supports the organization's overall technology strategy and business objectives.

Primary Responsibilities

1. Infrastructure Strategy & Governance

• Provide strategic leadership for enterprise infrastructure operations, including 24/7 support, availability, optimization, and continuous improvement.
• Define infrastructure architecture, technical standards, policies, priorities, and best practices.
• Establish and maintain governance processes to ensure infrastructure solutions align with organizational requirements and IT standards.
• Drive the development and implementation of IT best practices across infrastructure services.

2. Network & Systems Management

• Oversee the deployment, maintenance, administration, and evolution of network hardware, servers, desktop/client systems, and operating systems.
• Manage WAN/LAN performance, availability, capacity, and security.
• Ensure proactive system maintenance through monitoring, alerts, tuning, updates, upgrades, and security patches.
• Monitor infrastructure environments for compliance, vulnerabilities, and operational risks.
• Conduct risk assessments and implement appropriate mitigation strategies.
• Establish and maintain robust backup, disaster recovery, business continuity, and issue-resolution processes.
• Ensure infrastructure services meet established performance, availability, security, and service-level requirements.

3. Project & Vendor Management

• Manage infrastructure technology projects, including system upgrades, implementations, migrations, and new technology deployments.
• Review proposed infrastructure changes to ensure compliance with established architecture, security, and technical standards.
• Coordinate procurement activities, contract renewals, licensing, and vendor compliance.
• Manage relationships with technology vendors, contractors, consultants, and service providers.
• Collaborate with vendors and business partners to deliver technology solutions effectively and within established timelines.
• Provide regular project status updates, risk assessments, and progress reports to management.

4. Team Leadership & Support Services

• Direct and supervise systems administration and telecommunications personnel to ensure effective operations and service delivery.
• Plan, prioritize, delegate, and monitor team assignments and workload.
• Establish and maintain appropriate service levels and operational procedures.
• Foster strong working relationships with business areas through responsive communication, collaboration, and customer-focused support.
• Promote continuous improvement of IT skills, technical capabilities, processes, and operational practices.
• Ensure employees maintain a safe and secure working environment at all times.

5. Documentation, Training & Technology Adoption

• Manage the development, maintenance, and ongoing enhancement of technical and user documentation.
• Oversee user training related to systems, processes, and technology solutions.
• Promote effective adoption and utilization of technology across business areas.
• Serve as a trusted technology advisor to management and business stakeholders.
• Ensure technical information and recommendations are communicated effectively to both technical and non-technical audiences.

6. Change & Risk Management

• Manage infrastructure and system changes in accordance with established change-management processes.
• Perform impact analyses and assess technical, operational, security, and business risks associated with proposed changes.
• Communicate planned and completed changes effectively to impacted stakeholders.
• Conduct periodic infrastructure risk assessments and disaster recovery testing.
• Ensure infrastructure systems and processes support organizational resilience and continuity.

7. Safety Management & Compliance

• Support Capital Metropolitan Transportation Authority's  Safety Management Systems (SMS) process.
• Ensure staff follows applicable safety and security policies and procedures.
• Promote consideration of safety and security in all work activities and decisions.
• Ensure safety and security concerns are appropriately identified, documented, and reported.
• Perform other position-related duties as required or assigned.

Supervisor / Leadership Responsibilities Direct and manage department personnel by:

• Planning, scheduling, assigning, delegating, and overseeing employee work assignments.
• Authorizing, coordinating, and scheduling work with vendors, contractors, and consultants.
• Participating in personnel actions, including hiring and interviewing.
• Overseeing employee hiring, onboarding, training, work assignments, and performance evaluations.
• Providing leadership, coaching, direction, and performance feedback to assigned personnel.
• Ensuring staff responsibilities and priorities align with organizational and departmental objectives.

Minimum Qualifications

Education & Experience

• Bachelor's degree in Computer Science or a related field from an accredited four-year college or university.
• Related professional experience may substitute for the educational requirement on a year-for-year basis.
• Minimum of 10 years of progressively responsible experience in information technology and network engineering.
• Minimum of 6 years of management experience , including management of employees and/or technology projects.
• Minimum of 6 years of experience managing heterogeneous and diverse client/server distributed enterprise network and server environments.
• Experience managing related technology projects and information technology personnel.
• Proficiency with  Microsoft Office Suite and  Microsoft Project .

Knowledge, Skills & Abilities

The successful candidate should demonstrate:

• Ability to simultaneously manage multiple, complex, and disparate projects while maintaining high levels of support for existing systems.
• Knowledge of current Microsoft Windows operating systems and associated hardware and software capabilities and limitations.
• Strong knowledge of server management practices.
• Knowledge of switched Ethernet networks, network topologies, and TCP/IP protocols.
• Knowledge of telecommunications hardware, systems, and technologies.
• Ability to forecast hardware requirements and perform technical and capacity analysis associated with new technology implementations.
• Ability to establish and maintain effective working relationships with management, business stakeholders, vendors, contractors, and consultants.
