Job Title: Payroll and Accounting Coordinator Reports to: Director of Finance Terms and Conditions: Full-time, 12 months, 8 hours per day. Position Summary Responsible for the entire payroll process and disbursement of payroll liabilities, employer taxes and state pensions, special reports, collective bargaining support and budget analysis related to compensation and benefits. Qualifications Associates Degree in Accounting. Five years of previous school payroll processing experience with an automated, complex payroll system. Strong understanding of accounting policies, procedures and general ledger functions. High degree of accuracy and attention to detail. Evidence of a high-level ability to read, analyze, and interpret payroll manuals, governmental reports, collective bargaining contracts, and employment law. Knowledge of 403b plans, section 125 plans, court wage garnishments and state pension plans. Ability to write reports, business correspondence and procedures manuals. Ability to effectively present information and respond to questions from groups, employees and the public exhibiting exemplary customer service skills. Evidence of successful experience working under and meeting deadlines. Evidence of flexibility in work demands, excellent problem solving skills and organizational skills. Proficient in MS Word and MS Excel. Strong interpersonal skills, including excellent communication skills in written and verbal form. Ability to maintain strict confidentiality. Experience with bank reconciliations preferred. Job Duties Read, interpret and implement employment laws and regulations as they pertain to payroll and employee compensation. Stay abreast of changes and development in law, common practices, and procedures, drawing from professional publications and community at large. Read, interpret and implement employment laws and regulations as they pertain to TRS and IMRF withholding and reporting. Read, interpret and implement payroll policies and procedures as they pertain to district employee contracts. Supervise preparation of payroll and employee benefits related to payroll in a manner consistent with requirements of federal and state laws, the Board of Education and employee collective bargaining agreements. Maintain and implement appropriate policies and procedures as they relate to employee compensation and benefits. Design, configure and maintain software setup to remain in compliance with state and federal laws relating to employee compensation and to accurately reflect district budgeting and financial reporting compliance. Prepare reports and analysis related to salary and benefits to aid in the district budgeting and union negotiations processes. Responsible for verifying the accuracy of district employee contract salaries and benefits. Responsible for submittal and accuracy of bank direct deposits. Responsible for submittal and accuracy of the 403b and 457 annuity payments. Responsible for preparation, submittal and accuracy of the IMRF and TRS monthly and annual reports. Responsible for preparation, submittal and accuracy of the annual W2’s and W3 statement. Responsible for the printing the 1095C and submittal of the ACA file to the IRS. Responsible for submittal and accuracy of the annual flex benefit deduction. Responsible for the payroll year-end close, reporting and opening the next fiscal year payroll. Responsible for preparation, submittal and accuracy of the monthly and quarterly unemployment report. Responsible for preparation, submittal and accuracy of the quarterly federal 941, all state and county employer tax reports. Responsible for the annual reconciliation with Human Resources contract data and annual roll of teachers’ salaries to ensure that these are properly calculated in Payroll. Responsible for preparation, submittal and accuracy of all payroll liability vendor checks. Assist employees with concerns about their payroll compensation calculations, benefit deductions and W2 data. Assist with maintaining workers compensation claims including records, reports, and following-up on open cases. Attend and take part in local, regional and state organizations and conferences related to areas of responsibility, as approved by the Director of Finance and as governed by District Policy. Make sure all fixed asset purchases and disposals are properly documented. Assist with periodic inventories of district assets. Record all cash receipts into financial software. Record all monthly recurring and correcting journal entries in financial software. Record Accounts Payable invoices for electronic payments in financial software. Reconcile all bank accounts on a monthly basis and make appropriate entries into financial software. Work with banks for any reconciling items. Assist with the administration of the District’s credit card program. Maintain property tax collection spreadsheet. Work with Director of Finance to ensure account numbers are being charged accurately. Assist with compilation of information for various audits (annual, federal, state). Assist with calculation of year-end accrual entries for the annual financial audit. Assist with expenditure and compliance reporting for state and federal grants. Assist with the assignment of account codes and budget monitoring. Other duties as assigned. Work Environment Traditional office setting. The noise level is usually moderate.
