About the Opportunity
Trigent Solutions is seeking an experienced Senior Construction Inspector to provide independent quality assurance on a major energy modernization program at the U.S. Coast Guard Yard in Baltimore. The program is a design-build Utility Energy Service Contract (UESC) valued at approximately $87 million. It covers energy conservation measures across the Yard's industrial campus, spanning electrical, mechanical, civil, and building envelope work.
As the Government's on-site inspector, you will verify that the energy services contractor and its subcontractors deliver work that meets contract documents, codes, and Coast Guard standards. You will be involved from pre-construction through commissioning and closeout.

Project Scope Includes

• Heating plant decentralization, steam distribution upgrades, and new gas and electric heating equipment
• Geothermal well field, ground-source heat pumps, and chiller replacements
• Approximately 2.7 MW of rooftop solar PV and a ~4 MW battery energy storage system (BESS)
• Microgrid controls, automatic switchgear, and SCADA expansion
• Medium-voltage switchgear and low-voltage transformer replacements
• Building automation system upgrades and retrocommissioning
• Building envelope improvements (roofing, windows, insulation, air sealing), including historic buildings
• Compressed air system improvements

Key Responsibilities

• Perform full-time daily field inspections of all active construction and demolition. Document observations in daily logs and through the project management portal.
• Verify delivered equipment and materials against approved submittals, including switchgear, transformers, boilers, BESS, and PV components.
• Witness field tests, pressure tests, electrical insulation tests, equipment startups, and integrated commissioning, including microgrid island-mode testing.
• Monitor safety and code compliance. This includes PPE, fall protection, LOTO, and permits for hot work, confined space, excavation, and energized work. It also includes environmental controls such as stormwater and hazardous materials.
• Identify, photograph, and track deficiencies and non-compliant work in Procore through resolution.
• Review contractor schedule updates and prepare schedule compliance statements that address logic changes, deleted activities, and float issues.
• Prepare daily, weekly, and monthly reports with photo logs for the Contracting Officer's Representative (COR).
• Attend pre-construction and progress meetings, and prepare meeting minutes when requested.
• Provide independent technical reviews and cost estimates to support evaluation of proposed contract modifications.
• Review closeout deliverables, including as-built drawings (PDF and AutoCAD), warranty databases, O&M manuals, training programs, and commissioning and M&V reports.
• Prepare a final inspection report recommending project acceptance.

Required Qualifications

• Experience: 10+ years as a construction inspector, contractor superintendent, or quality control manager. Alternatively, 5+ years plus a 4-year engineering degree, PE, PMP, or QA/QC certification earned within the last 10 years.
• Federal projects: At least 2 years on federal government construction projects within the last 10 years.
• Maryland experience: Extensive hands-on QA experience in Maryland, with familiarity with local trades and experience managing multiple trades and contracts.
• Certifications: A relevant professional license or certification (such as PE or ICC) and a current OSHA 10-hour or 30-hour card.
• Procore: Demonstrated experience using Procore.
• Technical knowledge: Ability to read contract drawings and specifications, and working knowledge of NEC, IBC, IMC, ASME, NFPA, ASHRAE, and OSHA standards.
• Multi-trade background: Inspection or trade experience across multiple disciplines, such as electrical, mechanical, civil, structural, and architectural.
• Communication: Strong written and verbal skills, the ability to work independently, and proficiency with Word, PDF tools, and digital photo documentation.
• Security: U.S. citizenship and the ability to pass a federal background check and obtain a CAC.
• Commitment: Willingness to commit to the full project duration. Continuity of the inspector is a contract requirement.

Preferred Qualifications

• 5+ years on federal construction projects, especially U.S. Coast Guard projects
• Experience with PV, BESS, microgrid, geothermal, or central plant and steam systems
• Experience on design-build, waterfront, or site utility projects
• Involvement on multiple projects from mobilization through completion
• PE, ICC, PMP, CQM-C (USACE Construction Quality Management), or similar credentials

Physical Requirements
The role requires the ability to walk, climb, stoop, bend, and lift up to 50 lbs. You will work on ladders, roofs, rough terrain, and in confined spaces, in all weather conditions. You must provide your own transportation to the site.
