Location: Hampton, VA

6-month contract to hire

Pay Rate: $23-$26 Hourly Based on Experience

Job Description:

Insight Global is seeking a Right of Way Agent for a top utility and infrastructure client supporting large-scale underground utility projects. This individual will serve as the critical link between property owners and project teams, securing easements and property rights necessary for construction and maintenance activities. The Right of Way Agent will spend a majority of their time in the field, negotiating agreements, resolving land-related issues, and ensuring projects move forward smoothly while maintaining strong relationships with the community. This role offers flexibility, independence, hands-on training, and the opportunity to work on impactful infrastructure projects with a clear path to conversion.

 

Must-Haves:

• Experience with spreadsheets and mobile technology (Excel, Google Sheets, iPad)
• Prior customer-facing or community outreach experience
• Valid driver’s license with satisfactory driving record
• Strong communication and negotiation skills
• Comfortable with field work (50–75%) and travel (30–40%)
• Strong organizational skills and attention to detail
• Ability to manage multiple tasks and deadlines independently
• Professional, respectful, and trustworthy demeanor

 

Plusses:

• Background in real estate, land acquisition, or title research
• Experience working with utilities or infrastructure projects
• Familiarity with permits, easements, and damage claims
• Knowledge of Right of Way acquisition, easements, land rights, or real estate processes

 

Day-to-Day:

• Identify land and property ownership through public records
• Research and analyze titles; identify defects and curative actions
• Negotiate easements, land rights, and property access agreements
• Work directly with landowners to explain underground utility projects
• Resolve encroachments, damage claims, and landowner inquiries
• Prepare Right of Way cost estimates and documentation
• Secure civil permits required for construction and maintenance
• Coordinate with internal teams, customers, municipalities, and developers
• Support Dominion underground utility projects
• Maintain accurate records using spreadsheets and mobile tools
• Spend significant time in the field interacting with property owners
