Appointment Type Permanent - Full Time Location Fully On-site (dedicated office at Duty Station) Required Knowledge, Skills, and Abilities Professional, Planning and Organizing Work, Program Management, Safety and Health Management, Strategic Planning, Business Administration, Human Resources Management, Career and/or Talent Development. Technical skills in facilities maintenance, electrical, plumbing, HVAC, grounds, general services, and housekeeping. Project management. j Ability to supervise routine maintenance and technical trades supervisors, manage repair and renovation projects, construction and contract administration, and manage multiple tasks. Minimum Education/Experience Graduation from a four-year college or university and a minimum of five years of general facilities management and operations experience with supervisory experience. Primary Responsibilities and Duties Knowledge – Program/Technical Professional knowledge of program theory, techniques, practices and procedures for facilities management and operations. Professional knowledge of state and federal rules and regulations. Professional knowledge of agency/university practices, procedures and principles to support facilities and utilities operations. Planning and Organizing Work Planning and organization abilities needed to develop plans to accomplish work operations, objectives, goals and policies. Ability to arrange and assign work to best use manpower and resources. Program Planning, Organizing, and Management Program management abilities to coordinate and administer operational programs, activities, and protocols. Ability to manage resources, monitor activities, and assess environmental risks and quality control associated with the program. Ability to observe and assess work and provide meaningful feedback. Safety and Health Management Safety and health management abilities to establish a culture of safety for employees and ensure that work processes are free from safety and health hazards, that employees are properly trained, and programs are in place to ensure safety. This includes the supervision of the Environmental Health and Safety function. EH&S is the primary unit on campus responsible for ensuring workplace safety for all campus facilities and spaces. Working responsively with University Police, Risk Management and Human Resources to insure the workplace safety of employees, students and other persons visiting the campus. Strategic Analysis and Planning Strategic planning abilities to develop, measure, and evaluate organizational structures and processes to fulfill organizational goals and strategic plans, using best practices. Ability to identify opportunities, develop and implement solutions, and measure impact. Ability to establish work guidelines and set the appropriate levels of quality and quantity of work. Managing Work Processes Knowledge of appropriate business practices and procedures. Manage and improve business processes and operations by ensuring continuity, and integration of policies and procedures with the organization's mission and strategic plan. Human Resources Management Human Resources abilities to recruit, select, develop, counsel, discipline, and evaluate performance of employees to retain a diverse workforce; ability to administer and ensure compliance with human resources policies and procedures. Ability to observe and assess work; ability to provide feedback; may require ability to provide technical supervision; ability to develop knowledge, skills, and abilities of employees; ability to plan for and support employees in career development opportunities.
