SAFETY & TRAINING MANAGER

NREP

Job Summary Under limited direction and in compliance with technical, administrative, City, state, and applicable federal regulations and professional standards and guidelines, manages and administers all Public Works department safety and training programs. Facilitates the development, implementation, oversight, evaluation, and continuous improvement of safety programs, employee training programs, Commercial Driver's License (CDL) training and testing programs, and equipment training programs for Public Works personnel. Ensures personnel are trained and competent to effectively, efficiently, and safely perform assigned responsibilities consistent with departmental standard operating procedures, City policies, and applicable safety requirements. Conducts and oversees inspections of work sites, facilities, garages, storage areas, vehicles, and equipment to ensure compliance with applicable safety policies and regulations. Provides recommendations to division managers and supervisors regarding identified hazards, safety violations, corrective actions, and training needs. Establishes guidelines for accident and incident investigations, reviews reported events, evaluates preventability, monitors safety data and trends, and identifies corrective or remedial action as needed. Responds to critical accidents and incidents, including after hours if needed and conducts or oversees investigations involving Public Works employees, vehicles, equipment, facilities, and work activities. Supervises assigned personnel and provides leadership, work direction, coaching, performance management, and professional development. Serves as the department's subject matter expert for occupational safety, CDL training and testing, accident/incident investigation, hazard mitigation, and safety-related policy development. Manages the South Carolina Department of Motor Vehicles (SCDMV) Third-Party Tester Program for Public Works and coordinates CDL training and testing support for other City departments as needed. Develops and updates departmental safety procedures, training standards, forms, inspection tools, and related documentation. Supports Public Works emergency operations to ensure personnel and equipment operate safely. Essential Functions 35% Manage Employee Safety and Training Programs: Manage the development and effective delivery of comprehensive safety and training programs for the Public Works Department. Facilitate the development, implementation, oversight, evaluation, and continuous improvement of employee safety, new-hire, equipment, CDL, and professional development training programs. In collaboration with division managers and supervisors, identify training needs and develop annual and recurring training plans based on operational requirements, regulatory requirements, accident and injury trends, observed hazards, employee performance, and departmental priorities. Develop, maintain, and continuously improve relevant policies, procedures, training curriculum, presentations, videos, instructional guides, standard operating procedures, and other training resources. Ensure the learning management system is fully utilized and that training records are timely, accurate, and complete. Conduct periodic audits of training and evaluation records. Monitor the effectiveness and quality of training through assessments, observations, participant feedback, safety data, and key performance indicators. Administer onboarding and remedial skills training and maintain a calendar of recurring training requirements. Facilitate monthly safety and training meetings. Develop, coordinate, or facilitate training related to Hazard Communication, Hazardous Energy Control (Lockout/Tagout), Personal Protective Equipment (PPE), Occupational Safety and Health Administration (OSHA) industrial hygiene, bloodborne pathogens, work-zone safety and traffic control, confined spaces, forklift operation, defensive driving, commercial vehicle operation, heavy equipment operation, and other workplace safety requirements. Coordinate with department managers and supervisors regarding safety trends, training requirements, and indicators of employee or organizational training needs. Maintain current knowledge of applicable OSHA, South Carolina Department of Transportation (SCDOT), SCDMV, Federal Motor Carrier Safety Administration (FMCSA), City, and departmental requirements and industry best practices. 20% Administer Safety Compliance, Inspections and Risk Mitigation: Manage the department's workplace safety program and promote a strong safety culture throughout Public Works operations. Conduct and oversee frequent inspections of work sites, facilities, garages, yards, equipment storage areas, vehicles, and equipment to identify unsafe conditions, work practices, hazards, and regulatory deficiencies. Establish inspection schedules, documentation requirements, and follow-up procedures. Review inspection findings with appropriate managers and supervisors, make recommendations regarding corrective actions, and monitor actions taken to address hazardous or potentially hazardous conditions. Provide guidance regarding work-zone safety, traffic control, hazardous-material storage and disposal, industrial hygiene, PPE, housekeeping, emergency equipment, vehicle and equipment safety, and other occupational safety matters. Coordinate with the Employee Health Center, Risk Management, and other appropriate City departments regarding identified workplace hazards or exposures, employee medical surveillance, workers' compensation matters, and required follow-up actions. Document observed safety violations and provide timely recommendations to managers and supervisors regarding corrective action. Advise management regarding operational safety requirements and risk‑mitigation strategies intended to reduce occupational injuries, accidents, equipment damage, and financial losses. Oversee safety‑related inventory, purchases, budget requests, and expenditures as assigned. 15% Conduct Accident/Incident Investigations and Safety Performance Analysis: Establish and administer departmental accident and incident investigation, review, and reporting procedures. Respond to critical accidents and incidents, including after hours if needed and conduct or oversee investigations involving Public Works employees, vehicles, equipment, facilities, and work activities. Gather and preserve relevant information through photographs, sketches, interviews, records, available camera/video systems, and other appropriate investigative methods. Review accident and incident documentation for accuracy and completeness. Determine or make recommendations regarding preventability, identify contributing factors and hazards, and recommend corrective action, remedial training, policy revisions, or other appropriate mitigation measures. Investigate departmental safety concerns and complaints and workers' compensation‑related events as assigned. Serve as liaison with Risk Management regarding accidents and incidents. Maintain and analyze safety data, identify trends and recurring issues, and prepare reports and recommendations for department management. Provide clear documentation of safety violations and investigative findings to substantiate corrective or disciplinary action when appropriate. Assist Public Works management during departmental emergency operations to ensure personnel, vehicles, and equipment operate safely. 15% Supervise Assigned Staff: Supervise and monitor the performance of assigned staff, including direct reports and other employees assigned to safety or training activities. Promote a positive and accountable work environment and ensure consistent delivery of high‑quality safety and training services throughout the department. Establish priorities, work plans, schedules, performance expectations, and standards. Assign and monitor work and ensure timely and accurate completion of safety inspections, employee training, CDL training, investigations, documentation, record‑keeping, and other assigned responsibilities. Coach and counsel assigned employees, approve time records as assigned, coordinate professional development opportunities, conduct timely performance evaluations, and recommend or administer corrective and disciplinary action consistent with City policy and delegated authority. Ensure assigned staff maintain required licenses and certifications and remain current regarding applicable occupational safety, CDL, training, and operational requirements. 15% Manage CDL Training and Third-Party Testing Program: Manage the Public Works CDL training and testing program and serve as the department's subject matter expert regarding applicable CDL training, testing, licensing, and record‑keeping requirements. Serve as the Designated Responsible Person, as applicable, for Public Works under the SCDMV Third‑Party Tester Program and maintain required SCDMV Third‑Party Tester/Examiner certification. Develop, administer, and continuously improve CDL training programs for employees seeking South Carolina CDLs. Provide or oversee classroom instruction, vehicle familiarization, pre‑trip and post‑trip inspection training, skills training, and behind‑the‑wheel instruction. Ensure applicable Entry‑Level Driver Training (ELDT) requirements and records are maintained in accordance with FMCSA requirements. Conduct or oversee CDL skills and road testing within authorized CDL classes and endorsements. Maintain accurate testing records and required documentation. Coordinate SCDMV audits, refresher training, certification requirements, program updates, and other Third‑Party Tester requirements. Track CDL, Commercial Learner's Permit, medical certification, and other relevant license/certification expiration dates and notify employees and their supervisors of required renewals. Ensure CDL pre‑ and post‑trip inspections are properly performed and documented. Collaborate with other City departments, including Greenlink, to assist with CDL training and testing needs as requested. 10% Develop Safety Policy, Reporting and Administrative Programs: Continuously review safety and training policies, procedures, and regulatory developments and recommend revisions to management. Develop and update departmental safety procedures, training standards, forms, inspection tools, and related documentation. Research emerging safety issues, technology, training methods, regulatory changes, and industry best practices and evaluate their potential impact on Public Works operations. Prepare reports, presentations, safety bulletins, awareness campaigns, and recommendations for management. Maintain accurate records of licenses, certifications, training, inspections, investigations, corrective actions, and other safety‑related activities. Attend meetings, committees, conferences, and task groups as assigned and represent Public Works on safety and training matters with other City departments and appropriate state and regulatory entities. 5% Perform other duties as assigned. Job Requirements Bachelor’s degree in occupational safety, safety engineering, industrial hygiene, environmental health, risk management, or a related field. Documented work experience may be substituted for the required education on a two (2) for one (1) basis. Over four (4) years of progressively responsible experience in workplace safety, safety inspection, safety training, compliance, commercial vehicle or heavy equipment operations, or a related field. Experience administering safety or training programs. Must have or obtain OSHA 30-Hour certification within one (1) year of hire. Must have or obtain SCDMV Third‑Party Tester/Examiner certification within one (1) year of hire and maintain certification thereafter. Must have or obtain CPR and First Aid certification within six (6) months of hire. Must obtain required Incident Command System/FEMA training as designated by Public Works for emergency operations within established departmental timeframes. Preferred Qualifications Certified Safety Professional (CSP), Certified Safety Manager (CSM), Certified Safety Specialist (CSS), or comparable occupational safety credential. Experience developing and administering CDL, heavy‑equipment, workplace‑safety, and adult‑learning training programs in a public works, utility, construction, fleet, industrial, or similar operating environment. Supervisory experience involving safety and/or training personnel. Driver's License Requirements Valid South Carolina Class B CDL, or the equivalent CDL from their state of residence. Valid South Carolina Class A Commercial Learner's Permit (CLP) within three (3) weeks of hire, or the equivalent CLP from their state of residence. Valid South Carolina Class A CDL with tanker endorsement within three (3) months of hire, or the equivalent CDL from their state of residence. Please be advised: Applicants who do not intend to relocate to South Carolina, must reside in a neighboring State (Georgia or North Carolina) and must meet the same CDL requirements as residents of South Carolina. In addition, employees residing in a neighboring state are required to provide to the City of Greenville an annual Motor Vehicle Record from their state’s Department of Motor Vehicles at the sole cost of the employee. Must maintain all applicable CDL qualifications and medical certification required to operate and provide training on commercial vehicles and heavy equipment assigned to Public Works. Performance Requirements Knowledge of: Public Works training requirements and instructional needs. The safe operation of commercial vehicles and heavy equipment, including complete familiarization with their systems and safety features. Traffic rules, regulations, and laws and procedures for the safe operation of commercial vehicles and heavy equipment. SCDMV license requirements. Federal Medical Certification requirements for CDL holders. DOT driver qualification file requirements. Pre- and post-trip vehicle inspection/maintenance requirements. Applicable laws and regulations, as well as, City and department policies and procedures, and standards of quality and safety. Workplace and industrial safety requirements, including OSHA regulations and environmental health and safety standards. Risk management activities, including workers’ compensation claims investigations, workplace accident/incident investigations, hazard investigations, and audit techniques. City procurement process. Incident Command System staffing needs during emergency and non-emergency events. Public Works radio systems and communications. Ability to: Respond to and assist in a variety of emergency and non-emergency situations. Conduct accident/incident investigation and accident/incident reduction through training. Investigate and properly document accidents, injuries, and incidents. Effectively design, develop, implement and administer a comprehensive safety training and injury prevention program. Research training programs, develop new training curriculum, and research new technology and tools. Identify instructional needs by conducting a periodic departmental training needs analysis. Conduct equipment training with the use of electronic aids and presentation tools. Operate commercial vehicles and heavy equipment safely as well as train new or existing equipment employees in the use of all equipment. Utilize a variety of communications and interpersonal skills to interact successfully with people at several levels inside and/or outside the organization. Provide supervision, leadership, training, and work direction for assigned staff. Develop, implement, and administer a CDL Training Program. Conduct CDL training. Stay up to date on current industry knowledge and best practices relative to public transit operations, safety, and CDL training. Deal with a system of real numbers; and practical application of fractions, percentages, ratios/proportions and measurement. Read, understand, and enforce rules and regulations, vehicle operating procedures, vehicle laws, and department policies. Write reports policies, formal presentations, and/or technical documents and correspondence, and compose emails in a clear and professional manner. Work a flexible schedule that includes nights, weekends, and holidays. Operate general office equipment to include scanner, printer, copier, telephone, calculator, smart tablet, and computer with Microsoft Office Suite. Utilize specialized software and systems to include work management system, GIS mapping system, GPS, and learning management tracking system. Working Conditions Primary Work Location: Office environment, and outdoors (parking lots, or designated driver training course facilities) and roadways to include job sites. Protective Equipment Required: Safety vest, sun protection, sunglasses or eye protection, hearing protection, gloves, or other personal protective equipment as required by departmental safety policies. Environmental/Health and Safety Factors: Occasional exposure to unpleasant environmental conditions and/or hazards. Occasional outside work. Weekly exposure to extreme temperature, noise/vibration, and mechanical hazards. Monthly exposure to wetness and/or humidity, respiratory hazards, physical hazards, and chemical hazards. Physical Demands: Constantly requires hearing, vision, talking, fine dexterity, and handling/grasping. Frequently requires carrying, reaching, sitting, standing, walking, and foot controls. Occasionally requires lifting, pushing/pulling, twisting, bending, climbing, crawling, crouching/stooping, kneeling, and balancing. Light strength demands include exerting 20-50 pound occasionally, exerting up to 10-20 pounds frequently, or exerting up to 10 pounds constantly. Mental Demands: Constantly requires working closely with others as part of a team. Frequently requires frequent change of tasks and performing multiple tasks simultaneously. Occasionally requires time pressures, tedious or exacting work, noisy/distracting environment, emergency situations, and working an irregular schedule/overtime.
