Software Engineer 3Texas Health and Human Services Commission requires the services of one Software Engineer 3 who meets the general qualifications of Software Engineer 3 and the specifications outlined in this document for the Texas Health and Human Services Commission. Develops software solutions by studying information needs, conferring with users, and studying systems flow, data usage, and work processes. Investigates problem areas. Prepares and installs solutions by determining and designing system specifications, standards, and programming. The Department of Information Resources (DIR) requires the service of one (1) Software Engineer 3 position who meets the general qualifications of Software Engineer 3 and the specifications outlined in this document for the above-named customer.The Software Engineer 3 contractor position is part of the HHSC IT Administrative Applications Robotic Process Automation (RPA) team and will play a crucial role in designing, developing, maintaining automation and document intelligence solutions that transform large, complex data sources.The Software Engineer 3 will perform advanced developer duties including solution design, automation development, document ingestion and analysis, search enablement, infrastructure support, collaboration across teams, and continuous improvement.The contractor role will focus on robotics and document processing technologies that may include Blue Prism, Microsoft Power Automate, Azure, and PDF/document processing frameworks.This position will be responsible for developing, testing, and supporting solutions that automate business processes and convert large multi hundred-page PDFs and data packages into structured, navigable, and actionable intake artifacts.The work will occur in a fast paced Agile (Kanban/Scrum) environment.Preferred Certifications:BluePrism CertificationMicrosoft Power Platform Developer CertificationMinimum Requirements: Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity.Years - Required/Preferred - Experience8 - Required - Hands-on experience with RPA development, with at least 4 years specifically using Blue Prism, including attended and unattended bots interacting with web sites8 - Required - Experience with RPA integration with APIs and Databases including RESTful web services and SQL DBs8 - Required - Experience developing reports and/or documents based on structured/unstructured data8 - Required - Experience building analytics based on structured/unstructured data4 - Preferred - Experience with Azure infrastructure including troubleshooting4 - Preferred - Experience with Power Automate development including Power Automate Desktop and Power Automate Cloud Flows4 - Preferred - Proficiency in the Java programming language4 - Preferred - Power BI, SQL4 - Preferred - Azure AI/Cognitive Search1 - Preferred - BluePrism Certification1 - Preferred - Microsoft Power Platform Developer CertificationServices are expected to start on or around June 1, 2026, and are expected to be completed by August 31, 2026. Total estimated hours per candidate shall not exceed 688 hours for FY26.A) Services shall be provided during normal business hours unless otherwise coordinated through the Agency. Normal business hours are Monday through Friday from 8:00 a.m. through 5:00 p.m., excluding Texas state holidays when the agency is closed. B) The primary work location will be 701 W 51st Street, Austin, Texas 78751.Position will be 3 days remote with 2 days (Thurs & Fri) required to be onsite at the location listed above. Subject to change per the hiring team. Program will only allow candidates who are LOCAL TO THE AUSTIN AREA ONLY (Within 50-mile radius).
