Summary About the position: This position is Non-appropriated Fund (NAF) and will be assigned to the NAF Accounting Office at Tyndall AFB, FL. Responsibilities Provides quality assurance, oversight, financial and budget analysis, and evaluation of programs for Non-Appropriated Fund Instrumentalities (NAFI) within the 325th Force Support Squadron (FSS). Analyzes budgetary and financial statements and related documents. Performs trend analysis and assesses financial performance with respect to AF standards and MAJCOM goals and budgets. Based on performance analysis, recommends policy changes by innovative applications of financial management practices. Provides technical financial advice to the 325th Fighter Wing (FW), 325th Comptroller Squadron (CPTS), 325th Mission Support Group (MSG) Commander, 325th FSS Commander, FSS Deputy, and FSS Flight Chiefs to include making recommendations dealing with financial policies, standards, goals, and "Get Well" plans. Participates in decision making sessions and advises program managers on regulatory requirements, financial policies, and program improvements. Arranges and attends NAF Council meetings and produces financial report packets which include Income and Earnest (I & E) and Capital Requirements Budgets, cash flow, "Stoplight" chart, "Must and Needs List", Rolling Four Quarters reports, and other miscellaneous data as required. Analyzes NAF Budgets and provides feedback to management on proposed budgets. Recommend necessary changes to budgets to meet intended goals. Compare budget execution to planned objectives and make recommendations as required. Aids in forming and implementing financial policies; interprets Air Force policies and recommends financial actions to be taken. Tracks Special Morale & Welfare (SM&W) budget, gathers data, and produces required SM&W reports. Processes NAF insurance claims for loss of NAF property and coordinates investigation from initiation through settlement. Maintains and controls the Morale Welfare Recreation Fund (MWRF) and Lodging Fund Life of Fund files. Maintains Resource Management Flight trip report file. You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if the position allows for qualifying based on education, your transcripts will be required as part of your application. Qualifying Experience: Must have experience in a budgetary or financial environment which demonstrated the knowledge, skills, and abilities necessary to satisfactorily perform at the grade level of this position. Must have knowledge of standard Air Force (AF) budget regulations and procedures. Experience demonstrating the ability to review, consolidate, analyze, and present budget information is required. Must have computer skills necessary to prepare reports and documentation. Must be able to read, write. and speak English fluently, possess good communication skills, and be able to present financial data to managers, supervisors, and commanders at all levels. You will be evaluated on the basis of your level of competency in the following areas: Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. This position does not allow for education substitution. FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying. Additional Information Individual must fully meet qualification/eligibility/background requirements for this position. U.S. Citizens and Non-U.S. Nationals who have resided in the U.S. Territory for three (3) or more consecutive years immediately preceding the start of Federal Affiliation or a signed memorandum indicating the installation's decision on the 3-year residency requirement.
