Accountant II

This is not a remote (telework) position. Salary range: $1,660.47 - $1,724.14 biweekly. Salary is negotiable based on experience. A good attendance record is essential for any individual in this position as the work involved occurs daily and is time sensitive. The individual in this position is expected to report to work daily and on time.

The incumbent in this position performs independent professional accounting tasks, with limited supervision, relating to the collection and depositing of revenue, managing the reconciliation of bank deposits to Florida Accounting Information Resource (FLAIR) transactions, ensuring proper and required revenue management policies are met and that revenue processes are operated in accordance with State Statutes, Agency Rules and policies, bureau procedures and sound accounting and human resource practices. All accounting activities must ensure compliance with the prompt payment law.

This position processes, examines, analyzes accounting records or investigates financial information for the purpose of giving advice or preparing statements or reports. This position requires the incumbent to possess skills in analyzing and interpreting data, policy and procedures or in using equipment in order to arrive at logical conclusions or recommendations. Incumbent must use initiative and creative planning in devising new methods and approaches to major problems. Assists in the opening and sorting mail by revenue type. Ensures all checks are batched, prepared, and verified by adding machine tape accurately. Scan each revenue type before deposits are scanned into or taken to the bank for deposit in the appropriate Agency account. Process Special Handling, Miscellaneous Deductions, and mail warrants, both routine and bi-weekly payroll, as needed. Receive daily batches of checks, inventory check and supporting documentation for Agency cash room, determines accuracy and records documents in electronic filing tools. Research information, input proper account codes and assign deposit number in Purpose ID database to be uploaded into FLAIR. Ensure personal performance adheres to Federal laws, State Statutes, Agency Rules, and bureau processes and procedures. Follows process and procedure improvements. Participate in various audits and prepare responses and implement audit resulting changes. Conducts detailed research and analysis of fee payment remittances, to determine appropriate application of revenue. Responsible for utilizing extensive financial processing knowledge, and bureau business practices and procedures in order to work from general instructions to adapted to circumstances and apply knowledge in a variety of unusual situations, when recommending solutions to problems of both a unique and general nature. Analyzes records of financial transactions to determine accuracy and completeness of entries. Responsible for documenting, reconciling and distributing a revenue received report each business day. Identify the various types of revenue payments received at the Cash Room and reconcile the revenue by type. Distribute to Bureau managers to inform about the incoming cash flow. Distribute to the Revenue Accountant's for their daily and monthly reconciliations. Perform other related duties and responsibilities as assigned.

Knowledge, skills, and abilities required for this position include knowledge of the rules and regulations of the State Comptroller, the State Treasury, FLAIR, and the Agency for Health Care Administration (AHCA) accounting procedures. State statutes and rules, and Federal guidance; accurate accounting, effective and efficient communication skills; and the ability to analyze data, focus on appropriate results. Ability to use Microsoft suite programs effectively, particularly the use of spreadsheet filters, pivot tables and formulas is essential in this position.

Minimum qualifications requirements include 3 years or more of accounting experience, 2 years or more handling cash, negotiable instruments or payments, 3 years or more handling mail, correspondence, records or administrative tasks, 2 years or more record keeping, documenting or tracking cash, negotiable instruments or payments, 2 years or more working in Microsoft Office Suite (Outlook, Word, and Excel).

Background screening is required for employment, including State and National criminal history checks, fingerprinting for State and Federal criminal records checks through the Florida Department of Law Enforcement (FDLE) and Federal Bureau of Investigation (FBI), and may include local criminal history checks through local law enforcement agencies.
