**SUMMARY**The Engineering Program Manager (EPM) provides management, technical, and advisory leadership for Charlotte Water’s Pipeline Renewal Program in the Field Operations Division of Charlotte Water. This position provides management duties for projects and programs within CLTWater, ensuring compliance and ranging from advisory to technical in nature. The role spans the entire project life-cycle—from strategic planning and preliminary design through bidding, construction, and close-out—and includes responsibility for budgeting, scheduling, quality control, staff supervision, stakeholder coordination, and change management. Work is performed in collaboration with other CLTWater divisions and City departments to ensure water- and wastewater-main rehabilitation projects are delivered safely, on time, and within budget.**Major Duties and Responsibilities:** * Assist the Division Manager with planning, implementation, and administration of division and program objectives. Identify, analyze and prioritize projects for maximum impact and return on investments.* Conducts preliminary project design; identifies user needs and requirements; provides cost projections, budgets, and engineering specifications; and facilitates project approvals.* Coordinates bidding and contract awards.* Prepares, coordinates, and reviews construction engineering plans, designs, and specifications.* Coordinating with support staff in various CLTWater divisions, other City departments, and external agencies.* Provides technical information, advice, and assistance in field of assignment.* Supervises and provides directions to assigned consultants, contractors, and work crews; monitors progress; and ensures compliance.* Prepares various forms of communication with residents, interlocal agreements, memorandums of understanding, and various communication with City leadership.* Facilitate project meetings; resolve issues; and reports status updates.* Makes site visits; performs final inspections of projects when completed.* Manages administrative aspects of projects; negotiates and monitors budgets and expenses; monitors schedules; processes purchase and work orders; coordinates obtaining permits; schedules inspections.* Prepares Community Investment Program (CIP) estimates for projects each year.* Performs other related job duties as assigned.**Minimum Qualifications:*** Bachelor’s degree in engineering, construction management, architecture, or a related field from an accredited school with five (5) years of related work experience in architecture, engineering, or construction management, preferably in civil engineering or municipal capital improvement projects.OR* Related Master’s degree with 3 years of relevant working experience.**Licenses, Certifications or Registrations:*** Requires a valid driver’s license.* Must obtain and maintain a City Driver’s Permit.**Knowledge, Skills and Abilities:*** Ability to review technical construction documents for compliance with CLTWater standards* Proven capacity to handle multiple large projects simultaneously and to evaluate alternatives, solve problems, and implement solutions* Knowledge of fundamental engineering, construction, and project management principles to initiate, plan, implement, and closeout projects.* Excellent oral and written communication skills and the ability to guide change-control processes and learn new project-management software quickly* Demonstrated skill in teamwork and conflict resolution* Ability to identify problems, evaluate alternatives, and implement effective solutions.* Ability to establish goals and objectives, to devise solutions to program administrative problems.* Ability to apply and direct change control principles to project planning and implementation.**Preferred Qualifications:*** Prefer experience working with NCDOT utility coordination.* Prefer general knowledge of water and wastewater infrastructure.* Experience with Microsoft Office Suite products* A Professional Engineer (or equivalent credentials in field of specialty); may be required depending on assignment.**PHYSICAL DEMANDS:**The work is light work and requires applying 10 pounds of force frequently exerting up to 20 pounds of force occasionally to move objects. Additionally, the following physical abilities are required: climbing, feeling, manual dexterity, grasping, handling, perceiving sounds at normal speaking levels, discriminating among sounds, mental acuity, pulling, pushing, repetitive motion, speaking, standing, stooping, visual acuity in data/color/observations/equipment/inspections, and walking.**WORK ENVIRONMENT:** Work is performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities, and needs.
